BILLS INTRODUCED
The Appropriations Act posted today includes appropriations for $15 million for the Rural Libraries Endowment and $20 million for Indian education, which lists tribal libraries as one of the activities that can be funded.
HOUSE APPROPRIATIONS AND FINANCE COMMITTEE SUBSTITUTE FOR HOUSE BILLS 2 AND 3.
This act may be cited as the “General Appropriation Act of 2023".
Section 4. FISCAL YEAR 2024 APPROPRIATIONS.
K. PUBLIC SCHOOL SUPPORT
(5) Indian education fund:
Appropriations:
(a) Other 20,000.0 20,000.0
The secretary of public education, in collaboration with the assistant secretary for Indian education, shall develop a methodology to allocate the twenty million dollar ($20,000,000) general fund appropriation to tribal education departments, tribal libraries, Native American language programs,
school districts and charter schools based on operational needs and student enrollment.
Section 5. SPECIAL APPROPRIATIONS. --The following amounts are appropriated from the general fund or other funds as indicated for the purposes specified.
(86) CULTURAL AFFAIRS DEPARTMENT 15,000.0 15,000.0

COMMITTEE HEARINGS
Rural Libraries Endowment Fund. Senate Bill 214 appropriates $37 million to the fund. The bill was heard by the Senate Finance Committee today. As is their practice with appropriation bills, they voted to table SB 214 while they await HB 2 and 3, the General Appropriations Act.

The committee begins with SB 214 at 10:24:45 am. Senator Ortiz y Pino describes the Rural Libraries Endowment law and the need for the additional money. Expert witness Shel Neymark discusses the New Mexico rural library situation at 10:28:40. Public comment begins at 10:30:15. Doris Fields, a Placitas Community Library Board member, describes how a rural library in an unincorporated area raises money to support their programs. Teresa Naranjo, Santa Clara Pueblo Librarian, notes the need for stable funding to support the broad range of programs they offer. Committee questions begin at 10:35:30. Senator Diamond asks about the fiscal agent for these funds. Senator Ortiz y Pino answers that county governments are the fiscal agent for non-profit libraries, and that tribal governments are the fiscal agents for tribal libraries. At 10:36:40, Senator Gonzales praises the cultural contributions of the Talpa Library in his district. At 10:39:30, Senator Muñoz says that there is $15 million for the Endowment in House Bills 2 and 3. He said that the Committee could increase the amount in HB 2/3 instead of passing SB 214. Senator Ortiz y Pino says that he is “planting the seeds” for getting the rest of the envisioned $50 million next year. Senator Muñoz notes that there is additional funding for tribal libraries, and asks for equitable distribution of library funds. At 10:42:30 Senator Scherer moves to table the bill. Senator Gonzales seconds the motion, which is adopted.
SJR 9 Anti Donation Clause, will be heard in the Senate Rules Committee on Friday morning.
