House Bill 123, PROSCRIBING THE BANNING OF LIBRARY MATERIALS by Kathleen Cates, Harold Pope, Antoinette Sedillo Lopez, Cristina Parajon and Natalie Figueroa
Representative Cates obtained a message from the Governor, enabling the bill to become germane in the 2024 session. This bill will be heard tomorrow afternoon in the House Consumer and Public Affairs Committee. Valerie Nye will be Rep. Cates' expert witness; Julia Kelso will also attend and testify.

BILL INTRODUCTIONS
The General Appropriations Act, House Appropriations and Finance Committee Substitute for HB 2/3 was posted in full today. Bill text at:

We are informed by State Librarian Eli Guinnee that funding for the restored Continuing Education position at the State Library was included in the bill.
There is also a line item on page 193 which provides $2,500,000 for the Rural Libraries Endowment Fund. While less than the Governor's $10 million request, it replaces the draft budget from the Legislative Finance Committee proposal which provided no funds for the Endowment. Since SB 170 has passed its first committee and is awaiting a hearing in the Senate Finance Committee, there is an opportunity for supporters of the Rural Library Initiative to ask that the Finance Committee increase the $2.5 million item when they receive HB 2/3 from the House.
LIBRARY G.O. BOND BILL
We are still awaiting the introduction of what is likely to be titled the General Obligation Bond Projects bill. All bills must be introduced by the close of business on Wednesday, January 31st. We expect that the Library G.O. Bond will be funded at $19 million.
