BILLS INTRODUCED

HB 308 GENERAL OBLIGATION BONDS
Sponsor: Derrick J. Lente

As expected, the 2024 General Obligation Bonds bill provides voters with the opportunity to pass a library bond issue for $19 million, with $6 million each for public, school and academic libraries and $1 million for tribal libraries. On the ballot it will appear as Bond Issue 2.  The bill also provides $30 million for senior citizen facilities and $230 million for higher education facilities. It will be heard by the House Taxation and Revenue Committee.

Note that the total amount for each bond issue has additional funding to pay the expenses of selling the bonds.

Committee Hearings

The House Education Committee on Wednesday heard a revised HB 134 by Representative Derrick Lente. HB 134 establishes a new Tribal Education Trust Fund to invest in tribal education capacity for generations to come. This would secure stable and consistent resources for Tribes to support Native students in their communities and to collaborate with school districts.  Tribal libraries could benefit from revenue distributions from such a fund.

Presentation of House Bill 134 amendments begin at 9:05:00. Committee questions begin at 9:11:40 and end at 9:27:00. The Committee votes to give the bill a "do pass" recommendation as amended by a vote of 10-0. This bill now goes to the House Appropriations and Finance Committee.

House Bill 123, PROSCRIBING THE BANNING OF LIBRARY MATERIALS by Kathleen Cates, Harold Pope, Antoinette Sedillo Lopez, Cristina Parajon and Natalie Figueroa

Representative Cates obtained a message from the Governor, enabling the bill to become germane in the 2024 session. This bill will be heard tomorrow afternoon in the House Consumer and Public Affairs Committee. Valerie Nye will be Rep. Cates' expert witness.
