HOUSE FLOOR STATUS

House Bill 147, Indian Education Funds Distribution

HB 147 is on the Saturday, March 11th House agenda. It is the fifth item on the "Third Reading of Legislation" calendar.  This allows tribal education entities including tribal libraries to retain funds granted for programs.

SB 147, Tax Changes

HB 147 is on the Saturday, March 11th House agenda. It is the twentieth item on the "Third Reading of Legislation" calendar. This large bill includes provision to exempt governments from paying gross receipts tax for "digital products" that are loaned to the public.


COMMITTEE HEARING AND HOUSE FLOOR ACTION

HB 505, Capital Outlay Projects

On Friday, March 10th, the House Taxation and Revenue Committee heard HB 505, the Capital Outlay Projects Bill.  They amended the bill to include all the projects that they had selected through negotiations over the past several weeks, funding around 2,800 projects at a cost of $1,234,519,983.  (That is $1.2 B as in Billion dollars.)

As detailed in Legislative Bulletin # 11, many of the library projects submitted by individual legislators were selected for funding. As is typical with legislative capital outlay funding, most of the appropriations are less that the originating agencies had requested. As shown in the attached updated chart, twenty-six projects requested by legislators were included in HB 505, with a total funding of $5,168,780. The original requests sought $18,893,870 in funding.

Twelve library projects requesting $33,098,000 in funding were not funded. This group included a $21.7 million project for Fogelson Library on the former College of Santa Fe property.

Two library projects were in the package requested by the Governor. One of these appropriates $20 million for construction of four tribal library buildings. This reflects the efforts of Representative Derrick Lente, Regis Pecos and the Tribal Education Initiative. Tribal library construction funding had been part of bills that Rep. Lente had introduced in the past three sessions.

The Committee gave the amended bill a do-pass recommendation on an 8-4 partisan vote. When the bill gets to the Senate, the Senate Finance Committee may add or change projects, and the two chambers will have to reconcile those changes. Nevertheless, this is one of the bills that will be passed before the session ends.

The presentation of HB 505 begins at 8:52 am. Representative Lente mentions the $20 million tribal libraries construction appropriation at 8:59:15 am. Committee member questions and comments begin at 9:00 am. The vote begins at 9:24 am.

On Saturday, March 11th, the full House debated and passed HB 505 with some minor amendments, by a vote of 39 to 26. Rep. Lente again mentioned the tribal library construction funding in his summary of the bill.
