Call for Nominations for the 2019 CSLP Elections Dear CSLP State Representatives and CSLP Members, The Nominating and Leadership Development Committee is seeking nominations for election to the CSLP Board, with terms beginning January 2020. The open positions are: President-elect, Secretary, Treasurer, Membership Committee Chair, Vendor Chair, two At-Large Positions, and the Chair of the Children?s Program Committee. All terms are two-year terms, except the President-elect, who will serve a year as President and a year as Past-President after their year as President-elect, for a total of three years. We are seeking nominations through April 30, 2019. We have created a Google form at http://bit.ly/CSLP2020Nominations so you can self-nominate, or if you know someone you would like to nominate, please consider doing so! The Nominating and Leadership Development Committee will follow up with everyone who is nominated. Elections will take place at the Annual Meeting in Indianapolis during the third week of September. CSLP encourages active participation of our members. If you are interested in serving on the Board but don?t yet know about the commitment, please reach out to any member of the Board or the Nominating and Leadership Development Committee. If you have been involved with CSLP for a short period of time, you may be interested in serving as an At-Large Board Member. That is a great way to jump in and become more familiar with how the Board functions! The Board also encourages CSLP members to attend our monthly Board Meetings. Read the whole story of how Library District #2 of Linn County found the summer lunch model that works best for its small, rural community. Summer lunch is great! You have to find the model that works for you. I don?t want to discourage anyone from trying it. We tried several ways before we found one that the community liked and that worked well for us. We are self-prep and self-funded! Being simply a site is the easiest; if your school district will sponsor you, it?s even easier because they are used to all the paperwork. Keep in mind the saying: ?have food, kids will come? and build your summer reading program around it. We have our story times and activities close to lunch, so kids come for one and stay for the other. Take advantage of possibilities and partnerships to make this beneficial for your library as well. We are small ? about 1200 in our town and 2400 in our taxing area ? and rural, so our biggest problem is getting kids to the library to eat. Still, we have been hugely successful. Our slowest days we served about 20 lunches, and during the summer we served 190 different kids. My advice is jump in slowly and try to involve some folks that will help you make decisions and who see the big picture, including the library?s situation and involvement. Inclusion Corner - Multilingual Women's History Month Storytime by Kathryn Baumgartner Every month, there are a plethora of observances that take place in the United States, as well as internationally. Wikipedia has a handy list of them, which may be found here. These observances are an excellent opportunity for librarians to celebrate diversity and educate the public on everything from Alzheimer's Disease to Native American Heritage. There are a number of observances assigned to each month, but my busy programming schedule does not allow me time to hold a separate event for all of them. Rather than choose one group or cause over another, I find ways I can combine as many of them as possible into one program. My format of choice is a storytime followed by a craft, as I am primarily a children?s librarian. However, it is certainly possible to adapt these programs for a teen or adult audience. The month of March is both Women?s History Month and National Foreign Language Month. In order to incorporate both, I decided to select picture books about famous women from around the world, written in both English and the native language of the heroine. The first step was choosing which languages to use. My own language skills are limited to English, Spanish, and German. The latter is not prevalent in my library?s community, which is largely Asian American, so I determined the languages that would make the most sense were English, Spanish, and Chinese. Unable to speak or read Chinese, I decided to draw on the talents of my coworkers. Several of the clerks at my branch speak Chinese as a first language, and enthusiastically agreed to help out. Although some children in the community are bilingual, I did not want to make the storytime inaccessible to those who are not. With that in mind, I selected books that contained a combination of English and either Chinese or Spanish, as well as some books entirely in English. The books I selected are: She Persisted by Chelsea Clinton and Young, Gifted, and Black by Jamia Wilson, both of which I only used excerpts of; Frida and Sonia Sotomayor: A Judge Grows in the Bronx, both by Jonah Winter; Mulan by Li Jian; and The Girl Emperor of China: The Story of Wu Zetian by Jillian Lin. The audience for this program is upper elementary students, though siblings are welcome. Although this is a slightly older audience than I would normally do fingerplays and nursery rhymes with, I decided that songs like ?If You?re Happy and You Know It? would be useful for teaching words in other languages. For example, replacing ?happy? with ?contento? increases the audience?s Spanish vocabulary, and setting it to music will help them remember it. I found StoryBlocks.org to be a useful resource when selecting songs and rhymes. Wanting to continue to combine the month?s themes, and wishing to give children a way to remember some of the new words they have learned, I created a craft that would accomplish both: A thank you card written to a woman who has inspired them, with ?thank you? written in English, Chinese, and Spanish. Kids may use crayons, markers, and embellishments such as sequins and feathers to decorate the card however they choose. Launch into STAR Net?s ?Summer of Space?! I just wanted to encourage you to sign up for the upcoming STEM workshops that Explora is holding for us at 3 different libraries later this month. They'll be all about how to do STEM programs in your library with common products (nothing super expensive to buy, usually stuff you already have hanging around) and this batch of workshops is all about SPACE!! They created these specifically to tie in with Summer Reading. It's a half-day workshop 10-2:30 (half hour for lunch) and they are FREE to attend!! SM 27 SCHOOL LIBRARY ASSESSMENT by Senator William Soules The Memorial was adopted by the Senate on a 43-0 vote on Sunday, March 10. Memorials do not require the Governor's signature. The text of the amended Memorial is attached. HB 400 SCHOOL MEDIA LITERACY ADVISORY COMMITTEE by Antonio "Moe" Maestas, Matthew McQueen, Sheryl Williams Stapleton and Joy Garratt HB 400 passed the Senate on Thursday, March 14 by a vote of 31 - 4, with Senators William Burt, Mark Moores, William Scharer and Pat Woods voting no. The House concurred with the amended bill this morning. The bill now goes to the Governor for consideration. The funding for the expenses of the advisory committee was provided in HB 548 APPROPRIATIONS AND EXPENDITURES, Section 25, Paragraph A (2), for $137,000. This is the so-called "HB 2 Junior" bill which supplemented the General Appropriations Act. HB 548 passed both chambers and is under consideration by the Governor. The Senate Education Committee amendment markup shows the changes made to the bill at the HB 400 Committee hearing on Thursday. These changes are shown by "SEC >text The unannotated final bill text is not yet posted to the website. *SB 280 CAPITAL OUTLAY EXPENDITURES by Carlos R. Cisneros and Jim R. Trujillo Senate Bill 280 appropriates $857,921,500 from general funds and $75,104,715 from other state funds, for a total of $933,026,215 for several hundred capital outlay projects around the state. Among those projects are 35 for libraries totalling $8,807,614. An updated list of these projects is attached. The bill passed both chambers on unanimous votes and are now awaiting consideration by the Governor. The Governor can use a line item veto to reject any project in the capital outlay bill. In addition to these projects, HB 548 APPROPRIATIONS & EXPENDITURES Patricia A. Lundstrom ("HB 2 Junior") also includes $50,000 "to expand library services in Anthony." Also funded in SB 280 was funding for the Library Broadband Infrastructue Fund, which had been created by HB 207 in the 2018 Legislature. In Section 32, Item 6, $1,000,000 is appropriated "for expenditure in fiscal years 2020 through 2023 to the library broadband infrastructure fund for expenditure by the department of information technology for library broadband expansion and improvement statewide, including assessments and contracts, contingent upon the execution of a memorandum of understanding for use of the funds with the cultural affairs department." This is less than the $1.6 million originally in SB 280, but more than the original $500,000 requested by the Interim Science, Technology and Telecommunications Committee last September. We are advised that communications are needed to ask the Governor to sign HB 430 LIBRARY PROCUREMENT CODE EXEMPTION. Passage will expedite the acquisition of library materials by publicly-supported libraries, whether from local funding, state grants-in-aid or by General Obligation Bond Issue funds. Many libraries do something like this on Facebook, and it?s a great way to engage with patrons. I liked that idea, but thought of a better way to fit it into the summer reading theme of ?Universe of Stories?. I asked my director to buy an inflatable astronaut suit. Inflatable suits are always hilarious, and are definitely eye-catching. It would also be something we could use it for school visits, story times, or just hanging out in the library. Every Friday, we will post a picture to our social media of the astronaut somewhere in our village. The park, a local business, some place easily recognizable. Once it?s up, patrons will have a set amount of time to get to the location. Once they are there, they have to try and find the astronaut?s backpack. A staff member will be onsite to help open the backpack once it is found, and to ensure it does not walk away. What?s inside the backpack will change every week! One week it will be a craft, one week it will be stickers, one week it will be photo booth props for selfies. We plan on putting more than enough supplies in there for everyone, so it?s not really a race. It?s more of a way to go on an outdoor scavenger hunt and engage with the library in a nontraditional format! Since the summer of 2016, we have participated in the USDA?s Summer Food Service Program (SFSP) to provide healthy food to our young community members during summer break. We were then able to expand the program to provide a full lunch in 2017 and 2018. Immediately after implementing the program, we noticed benefits. Taking a break to have a nutritious snack or meal provided children and teens an opportunity to not only nourish their bodies, but to connect with library staff. We experienced a drop in the need to correct behavior issues and to send children out of the library. Our staff was able to engage young people more easily in drop-in educational and creative projects, and to build mentoring relationships which have lasted over the years. It is our firm belief that summer food programs are a model of the transformative mission of the modern public library. We are looking forward to continuing our Summer Food program at our Denton location in 2019, and in the future to expanding the program to our smaller branches. In 2018, we saw a large growth in the program due to increased local marketing efforts of the library and our partners. In our small community, we served nearly 1,000 meals over the course of the 10-week program. We encourage any interested library to consider adding this program to their summer offerings.
