Her veto message says: “On page 186, line 9, I have vetoed from the word “to” through the end of the line, and on line 10, I have vetoed from the beginning of the line through the word “schools”. The vetoed language is unnecessary because existing law already
defines eligible recipients.” </span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:13.5pt;font-family:"Times New Roman",serif">The secretary of public education, in collaboration with the assistant secretary for Indian education, shall develop a methodology to allocate the twenty million dollar
($20,000,000) general fund <s>appropriation to tribal education departments, tribal libraries, Native American language programs, school districts and charter schools</s> based on operational needs and student enrollment for expenditure in fiscal year 2024
and fiscal year 2025. </span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:13.5pt;font-family:"Times New Roman",serif"> </span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:13.5pt;font-family:"Times New Roman",serif">House Bill 2 appropriated $15 million for the Rural Libraries Endowment fund, and specified that the money “is from the general fund and not the appropriation contingency
fund of the general fund.” This brings the endowment fund up to $28 million. Senator Jerry Ortiz y Pino had sponsored a bill, SB 214, which would have appropriated $37 million. Senator Ortiz y Pino plans to work for a 2024 appropriation to reach the goal of
having $50 million in the endowment fund.</span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>

<b>Senate Bill 192, Additional Appropriations and Confidentiality</b></span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:13.5pt;font-family:"Times New Roman",serif"> </span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:13.5pt;font-family:"Times New Roman",serif">This is the bill that is often called the “Junior Bill.” It is where appropriations which did not get included in the General Appropriations Act (HB 2) or the Capital Outlay
Projects bill (HB 505) get funded. Eight library project appropriations were included in SB 192. The Governor included seven of these projects in her approval of the bill, and vetoed one project.</span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>

projects were approved, appropriating $28,513,780. The largest item was a $20 million appropriation “to plan, design, construct, renovate, furnish and equip tribal libraries statewide, including for facilities in the Pueblo of Jemez, the Pueblo of Santa Clara,
the Pueblo of Santo Domingo and the Mescalero Apache Nation, with award amounts to be determined by the department based on submission of cost estimates from a qualified professional and documentation of readiness to proceed.”</span><span style="font-size:10.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
