The highly successful day-long event brought together ISPs, industry experts, government officials from all levels, tribal entities, rural electric cooperatives, rural telecommunications cooperatives, and business leaders who participated in discussions and panels aimed at expanding high-speed internet throughout New Mexico. OBAE was pleased to contribute to the day's events through presentations, resource sharing and staff engagement. Federal agencies and state partners including the Departments of Transportation and Workforce Solutions were also key participants in the day's events, providing important updates and workshops. ? Projects should target such locations with reliable, reasonably priced high-speed solutions while promoting digital inclusion. A recent external analysis concluded that substantial grant funding is required to complement private investment to enable the deployment of terrestrial networks to fully bridge the digital divide. The Connect New Mexico Fund will help address funding gaps and serve as a catalyst to attract such private investment. The NOFO sets forth the program purpose, eligibility factors (e.g., project types, technologies, service areas, entities), allowable expenditures, performance requirements (e.g., network performance, service offerings, etc.), evaluation criteria, and post-award compliance requirements. The Legislature's budget process reconciles differences between the Governor's budget recommendations and the LFC's recommendations. Library G.O. Bond Issue Both the DFA and the LFC recommend a 2024 Library General Obligation Bond Issue funded at the 2022 level of $19 million. The LFC recommendation is in: Volume 2, LFC Appropriation Recommendations for FY25 p. 497 https://www.nmlegis.gov/Entity/LFC/Documents/Session_Publications/Budget_Recommendations/FY25%20Volume%202%20Appropriations%20Recommendation.pdf "Libraries. The New Mexico Library Association requested $19 million in general obligation bonds for distribution to academic, public school, public, and tribal libraries statewide. The LFC framework supports the request, including $6 million distributions to academic, public school, and public libraries and a $1 million distribution to tribal libraries." The Executive Budget recommendation is in https://www.nmdfa.state.nm.us/wp-content/uploads/2024/01/FY25-Executive-Budget-Recommendation-Web-FINAL.pdf on page XXVI of the Introduction. "Specifically, capital investments include $350 million in Severance Tax Bond (STB) capacity, $298.6 million in General Obligation Bond (GOB) capacity, $850 million in General Fund capacity, and $68.5 million in other funding sources. The available GOB capital funding will be used to address over $230 million in higher education institution requests to replace older buildings and help with other campus infrastructure needs. In addition, the State will use GOBs to fund senior citizen center requests throughout New Mexico totaling over $30 million for equipment, new vehicles for food delivery and renovation or new construction of facilities. We will also use GOBs to fund libraries totaling $19 million. The available General Fund capacity will be used to invest roughly $500 million in state agency capital outlay investments, with another $500 million being used for local investments. Rural Libraries Endowment At the November 14th LFC hearing on the Department of Cultural Affairs (DCA) budget, Secretary Debra Garcia y Griego noted the Administration's request for a $15 million appropriation to the Rural Library Endowment Fund. In the Executive Budget Recommendations, at p. 58, Table 4: Special, Supplemental, Deficiency, IT, and ARPA Appropriations, the Governor is now asking for $10 million. However, there is no recommendation for additional Rural Libraries Endowment funding in the Legislative Finance Committee recommendations. The program as envisioned by prime sponsor Senator Jerry Ortiz y Pino, co-sponsored by Representative Gail Armstrong, seeks to have an endowment fund of over $50 million to yield effective assistance to public and tribal libraries serving communities under 3,000 people. The Rural Libraries Initiative has been conducting a publicity campaign with local legislators utilizing postcards with pictures of their local libraries. About 1,500 postcards have already been sent. The Rural Libraries Initiative and the NMLA Legislation Committee will be working to publicize the need for full funding of the Endowment. Supporters should contact their local legislators, as well as members of the House Appropriations and Finance Committee and the Senate Finance Committee. These members are listed below. The Library Services Program provides services that support public and tribal libraries. The program consists of four bureaus?Public Services, Development, Technical Services, and Operations. The Development Bureau administers four important funding programs for public and tribal libraries: state grants-in-aid (SGIA), tribal library program grants, rural library endowment fund, and general obligation bonds. The program received funds for the rural library endowment fund in FY22 and will make its first round of distributions in FY24. "The Library Services Program requested a general fund increase of $183.4 thousand, or 4 percent. The program projected an increase of $111.9 thousand, or 51 percent, for other transfers, other revenue, and federal revenue. The request for general fund revenue included $7,900 for personnel rate increases and $75.5 thousand for computer and equipment replacement. The agency requested a flat budget for contractual services. Additionally, the agency requested an expansion of $100 thousand to fund an additional FTE position for a librarian continuing education coordinator. The LFC recommendation fully funds the agency?s request." Wishing everyone well as we begin 2024. Some tribal leaders remain in office from 2023 and some are new. I would like to reintroduce myself and reassure all of New Mexico?s tribal leadership that the Office of Broadband Access and Expansion (OBAE) stands ready and prepared to continue to provide technical assistance and support for connectivity. 2023 was a super busy year. From July to November 2023, OBAE had the honor of meeting with 100% of New Mexico's Tribes, Nations and Pueblos as part of developing the New Mexico Broadband Equity, Access, and Deployment (BEAD) Program Five-Year Action to guide the state's efforts to support reliable broadband internet access for all New Mexicans. Dr. Montoya received her Doctor of Education (Ed.D.) in Educational Leadership in the inaugural Native American Leadership in Education (NALE) cohort from the University of New Mexico. Dr. Montoya's educational background also includes earning a Masters of Public Administration (MPA) in Human Resource Management from the University of New Mexico and received her Bachelors (BA) in Native American Studies from Dartmouth. Dr. Montoya is currently a Post-Doctoral Fellow in Native American Studies at New Mexico State University. Abstract of presentation: This study aims to assess the needs and the creation of a collaborative entity in New Mexico to support Native students in higher education. Indigenous students pursuing postsecondary degrees often face isolated support systems, and this study proposes the creation of a collaborative effort to foster a supportive, encouraging, and safe environment for their success. A collaborative would further provide space to network, build relationships, share ideas, establish a vision and goals, and provide mutual benefits for all constituents. Through qualitative research, including sharing circles and individual interviews with Native American professionals, this study identifies the need for a statewide higher education collaborative in New Mexico. Drawing insights from existing collaboratives in Arizona (ATUIE) and South Dakota, this research offers a foundation for the proposed collaborative's development and benefits. LEGISLATION INTRODUCED SENATE BILL 170 by Senator Jerry Ortiz y Pino Rural Library Endowment Fund Appropriation of $30 million As noted last time the Governor's budget requested $10 million this year, which would have raised the endowment fund to $38 million. However, the Legislative Finance Committee budget had no recommendation for additional Rural Libraries Endowment funding. The program as envisioned by prime sponsor Senator Jerry Ortiz y Pino, co-sponsored by Representative Gail Armstrong, seeks to have an endowment fund of over $50 million to yield effective assistance to public and tribal libraries serving communities under 3,000 people. Supporters should contact their local legislators, as well as members of the House Appropriations and Finance Committee and the Senate Finance Committee. These members are listed below. B. A political subdivision of the state shall not reduce funding for a public library due to the library's compliance with the provisions of Subsection A of this section. C. Applications will be reviewed by the APALA and AILA joint Family Literacy Focus committees. Awardees will be selected from amongst completed applications. Selection is based upon creativity and originality of the implementation of the Talk Story program, accuracy in portrayal of AANHPI/AIAN cultures, and financial need. Selection will also be based upon involvement of the library, community, and community organizations as participants, leaders, and promoters of the proposed Talk Story program. Preference will be given to proposals that reflect the core values of family literacy, intergenerational programming and service, and cultural literacy, and representation of AANHPI and AIAN identities and communities. Projects that actively disrupt stereotypes, decenter colonialism, and hold space for AANHPI/AIAN agency will be heavily considered. Use of Funds Funds must be used by November 30, 2024. Funds may be used to purchase library materials such as books, audiovisual materials, supplies for activities/crafts, programming costs such as hiring a storyteller, etc. * At least 25% of funds must be used for library materials. * No more than 10% of funds may be used for refreshments and decorations. * Funds must be used to support at least one AANHPI or AIAN themed program for children and their families at the institution that receives the grant. Funds may be used for virtual programming. Reporting Final Financial Report and Narrative Report are due by December 31, 2024. Reports must be submitted to the Family Literacy Focus committee Co-chair(s) affiliated with the organization who issued your grant funds (APALA or AILA) by December 31, 2024. Final reports are expected to reflect and describe the agreed upon program, service, or activities. If modifications to the programs and activities need to occur after the dispersal of grant funds, your grant monitor must be contacted immediately. Grant reports which do not indicate funds were spent appropriately will result in the recipient/awardee returning the financial award for a full or partial amount. Reports should include the following components: * A description of the program, activities, or service supported by grant funds. * An explanation of how grant funds were used to support programs and activities. * Report should outline how the program will continue to benefit AANHPI and/or AIAN children and their families in the future and if the program can potentially serve as a model project for other libraries/tribal libraries/organizations. * Please include photographs taken during the program. Committee Hearings Two bills relating to Tribal Education were heard in the House Education Committee on Friday morning. HB 134 by Representative Derrick establishes a new Tribal Education Trust Fund to invest in tribal education capacity for generations to come. This would secure stable and consistent resources for Tribes to support Native students in their communities and to collaborate with school districts. Tribal libraries could benefit from revenue distributions from such a fund. HB 135 would make existing Indian education funding easier to access and use. The bill requires timely, upfront disbursements to Tribes to ensure that available funding can be fully used and does not revert. Public comment begins at 8:38:30. Committee questions begin at 9:20:30 and end at 9:36:10. The Committee rolled over the bill so that certain technical amendments could be drafted. Presentation of House Bill 135 begins at 9:36:10. Representative Lente reviews the difficulties for tribes in expending money distributed by the Public Education Department through a grant application and disbursement system. Money appropriated by the Legislature does not get dispersed promptly, and funds revert if not expended within the same fiscal year. There was no discussion by legislators and HB 135 received a unanimous "do pass" recommendation at 9:39:30. This bill now goes to the House Appropriations and Finance Committee. Having funding going directly to tribes will assist tribal libraries in carrying out programs with funds that will carry over into the next fiscal year and not revert. In 2022 specific tribal library project funds were allocated in December with the obligation to spend them by the end of June, 2023. Senate Bill 170, the Rural Libraries Endowment Fund appropriation, was determined to be "germane" by the Senate Committee on Committees on January 24th, and is likely to be heard by the Senate Indian, Rural and Cultural Affairs Committee on January 30th or February 1st.
