NMLA Legislative Bulletin # 19 February 15, 2024
The 2024 Session of the New Mexico State Legislature adjourned at noon today.
The three money bills we were tracking all passed, and will be reviewed and signed by the Governor by March 6th.
HB 2, the General Appropriations Act, included the restored State Library position for Continuing Education and a $2.5 million appropriation for the Rural Libraries Endowment Fund.
HB 308, the General Obligations Bonds bill, provides a Library Bond Issue for $19 million, including $6 million each for academic, school and public libraries and $1 million for tribal libraries. This will appear on the November 5th General Election ballot. NMLA's Bonds for Libraries Special Interest Group will provide information and other materials about the bond issue from a link on the NMLA website.
As part of the legislative process, state agencies are asked to analyze bills that they are responsible for administering. Here is the analysis for HB 308 prepared by the Department of Cultural Affairs.

Here are details about the passage of SB 275, the Capital Outlay Projects bill.
COMMITTEE HEARINGS
SB 275, the CAPITAL OUTLAY PROJECTS bill by Senator Nancy Rodriguez, was heard by the House Appropriations and Finance Committee on Wednesday afternoon.

Senator Rodriguez explains the bill at 3:55:45 pm. Committee questions begin at 3:58:00. The motion for a "do pass" recommendation is at 4:08:30. It passed on a unanimous vote.
FLOOR ACTION
At 7:03:15 pm, SB 275 is brought up on the House floor. The vote is taken at 7:05:15. The House passes SB 275 by a vote of 62-0.

SB 275 appropriates $932.2 million in general funds and $73.5 million in other funds for over 1,400 statewide and local capital projects. Among those projects are 42 library-related projects costing $6,989,200. The bill now goes to the Governor, who can line-item-veto any project in the bill.
HB 134/aaa, the Tribal Education Trust Fund bill by Rep. Derrick Lente, was not brought up during the last day, so it did not pass.
