COMMITTEE HEARINGS
HB 2, the GENERAL APPROPRIATION ACT OF 2024 by Representative Nathan P. Small, was heard in the Senate Finance Committee on Saturday, February 10th and Sunday, February 11th. No library-related budget items were discussed during these meetings.

The Committee met again on Sunday to complete work on HB 2. The webcast is at https://sg001-harmony.sliq.net/00293/Harmony/en/PowerBrowser/PowerBrowserV2/20240209/-1/74739. Discussion begins at 12:07 pm. At 12:42:30 the Committee votes to pass the bill as amended by a vote of 9-0.
The bill, now designated as HOUSE APPROPRIATIONS & FINANCE COMMITTEE SUBSTITUTE FOR HOUSE BILLS 2 & 3/aa, is scheduled on the Senate's "Third Reading of Legislation" calendar today.

The bill still includes the restoration of the Continuing Education position in the State Library budget.
It provides $2.5 million in funding for the Rural Libraries Endowment Fund. (p. 192)
There are several other library-related appropriations which were added by the Senate Finance Committee.
"(203) PUBLIC EDUCATION DEPARTMENT
The period of time for expending the two million dollars ($2,000,000) appropriated from the general fund in Subsection 124 of Section 5 of Chapter 54 of Laws 2022 for planning, design and construction of tribal libraries is extended through fiscal year 2025. (page 210)
47) one hundred sixty thousand dollars ($160,000) to provide public safety, library and general operating services and costs to the village of Jemez Springs; (p. 252)
11) one hundred sixty thousand dollars ($160,000) to provide funding for public libraries in Eldorado, Edgewood and Placitas; (p. 255)
13) two hundred thousand dollars ($200,000) to provide materials and operating support for small or rural libraries in senate district thirty-nine in San Miguel, Torrance, Valencia, Lincoln and Santa Fe counties, provided that the appropriation be expended in fiscal year 2025; (p. 255)
8) one hundred sixty thousand dollars ($160,000) to provide programmatic resources the city of Bloomfield public library and reading and literacy; (p. 257)
7) one hundred sixty thousand dollars ($160,000) for programmatic costs and
resources for library services, education services and social health programs for domestic violence and sexual assault in Grant, Hidalgo and Catron counties. (p. 262)
(28) the cultural affairs department may request budget increases up to seven hundred
fifty thousand dollars ($750,000) from other state funds from the cultural affairs department enterprise fund, the museum and historic sites program of the cultural affairs department may request budget increases up to one million dollars ($1,000,000) from other state funds, the library services program of the cultural affairs department may request budget increases from other state funds in the rural libraries program fund for rural library grants and the preservation program of the cultural affairs department may request budget increases up to five hundred thousand dollars ($500,000) from other state funds for archaeological services or historic preservation services; (p. 289-90)"
This last item (28) enables the State Library to distribute proceeds from the Rural Libraries Endowment fund to eligible libraries.
COMMITTEE HEARINGS
HB 308, the GENERAL OBLIGATION BONDS bill by Representative Derrick J. Lente, will be heard in the Senate Finance Committee today. It is first on the agenda. The Committee will meet following the conclusion of today's Senate floor session.
SB 275, the CAPITAL OUTLAY PROJECTS bill by Senator Nancy Rodriguez will also be heard by the Senate Finance Committee in this afternoon's meeting. It is third on the agenda. As of this morning, the list of projects funded by this bill has not yet been posted.
HB 134/aaa, the Tribal Education Trust Fund, is scheduled this afternoon in the Senate Finance Committee, by Rep. Derrick Lente, with Rep. Anthony Allison, Charlotte Little, Patricia Roybal Caballero and D. Wonda Johnson as co-sponsors, the bill crossed over to the Senate after receiving unanimous 68-0 approval in the House. It is scheduled as the fourth item on the agenda.

The Tribal Education Alliance informs us that their "second tribal education bill, HB 135, Indian Education Fund Distributions, will also be heard TODAY. It is scheduled in the House Appropriations Committee, Room 307, at 1:30 pm or after the House floor session ends; you can also join on zoom. HB 135 would make existing Indian education funding easier to access and use. The bill requires timely, upfront disbursements to Tribes to ensure that available funding can be fully used and does not revert." It is second on the Committee's agenda.
