Lente As expected, the 2024 General Obligation Bonds bill provides voters with the opportunity to pass a library bond issue for $19 million, with $6 million each for public, school and academic libraries and $1 million for tribal libraries. On the ballot it will appear as Bond Issue 2. The bill also provides $30 million for senior citizen facilities and $230 million for higher education facilities. It will be heard by the House Taxation and Revenue Committee. As a result, the FCC has begun taking steps to wind down the ACP, which means: ? ACP applications and enrollments will not be processed after February 7, 2024 at 11:59 PM ET. ? Households who have applied, been approved, and are receiving the monthly internet discount before February 8, 2024 will continue to receive their ACP benefit until ACP funds run out, as long as the household remains enrolled in the program. ? After the ACP funds run out (projected in April 2024), households participating in the ACP will no longer receive the ACP discounts. A preliminary count shows that 217 library capital outlay projects were submitted by 25 Senators and 40 Representatives. Most of the projects were submitted by more than one legislator, using a fixed mount. For example, five San Juan County legislators put in the same request and cost amount for a project for the Bloomfield Public Library. Counting distinct projects regardless of how many legislators included them in their individual requests, there were 2 academic library projects, 14 projects for the Albuquerque Bernalillo County library, 11 projects for other public libraries, 4 tribal public library projects, 24 Albuquerque Public School projects, and one project for a school in Gallup for a total of 56 distinct projects. HB 308 includes the $19 million library bond issue. The bill will likely go to the Senate Finance Committee. House Bill 134 as twice amended, the Tribal Education Trust Fund will be considered on the House floor tomorrow morning. Some of the revenue generated by this trust fund could be directed to tribal libraries if those libraries are under their tribe's education department. COMMITTEE HEARINGS House Bill 123, PROSCRIBING THE BANNING OF LIBRARY MATERIALS by Kathleen Cates, Harold Pope, Antoinette Sedillo Lopez, Cristina Parajon and Natalie Figueroa HB 123 was heard by the House Education Committee today. The Committee gave it a "do-pass" recommendation on a 8-0 vote, which sends it to the House Floor for consideration. Among the librarians who supported the bill were Cynthia Shetter, Joe Sabatini, Elizabeth Martinez, Margaret Neill, Darren Hoffsteder (Spelling may not be correct) and Carol Brey. Among the others who testified were a Rio Rancho high school student, a representative of the American Federation of Teachers, the owner of an independent bookstore, a conservationist, an anthropologist, a gay rights advocate, a representative of New Mexico Voices for Children, two parents and a board member of the Friends of the Thomas Branigan Memorial Library. Notable testimony: "Free People Read Freely"; how books were transformative in people's lives; "The first book ever banned in the world was the Bible." This broad range of support and devotion to public libraries is well worth listening to. Committee comments begin at 8:58. Reps. Willie Madrid, Susan Herrera, Patricia Roybal Caballero and Joy Garrett each stated their support for the bill. Rep. It is the 22nd of 64 bills on the calendar. CAPITAL OUTLAY PROJECTS Senate Bill 275, Capital Outlay Projects by Senator Nancy Rodriguez, is in the Senate Finance Committee. The current text of the bill does not yet show any of the projects requested in each legislator's Capital Projects request. These are shown on the Legislature's webpage at https://www.nmlegis.gov/Search . When one gets to this page, change the settings so that only the 2024 Regular Session is shown, and uncheck all the Categories except for the Capital Outlay Requests box. This will produce 111 capital outlay requests. Senator Daniel Ivey-Soto did not submit a request. Each House member is listed by their district number. Each Senator is listed alphabetically. e.g. HCO 1 CAPITAL PROJECTS FOR REPRESENTATIVE ROD MONTOYA; SCO 1 CAPITAL PROJECTS FOR SENATOR GREGORY A. BACA. Clicking on the HCO or SCO link will show the list of projects that that legislator submitted for consideration. A typical Senate request might list 120 individual projects. A typical House request might list 75 individual projects. The attached charts show every library-related project submitted by individual legislators. Combined, 42 Representatives and 27 Senators put in 215 requests for 56 projects requesting $34,688,862 in capital outlay funding. You will see that the same project will be listed by up to eight legislators. Representatives and Senators from a particular area will team up to support a particular project. This is important when the actual Capital Outlay Projects bill is assembled. There are several thousand individual projects costing several billion dollars seeking to share in a set amount of money. I don't have the actual amounts at hand, but there may be somewhat more than a billion dollars in available funds. Historically, the Legislature has divided the money so that one third of the funding goes to projects requested by the Governor, one third to the House and one third to the Senate. Each Representative and Senator is allocated a share of their chamber's allocation. They must select their priority projects from all of the projects they listed. The Senate Finance Committee then assembles the selected projects and inserts them into Senate Bill 275. The Committee hears the bill and sends it to the Senate Floor. It is a priority bill, so it is debated and passed quickly. Then SB 275 goes to the House, where the House Taxation and Revenue Committee hears and passes it. The House then debates and passes it, typically in the last hours of the session. Sometimes the House makes changes in the bill, so it must go back to the Senate, which either concurs with the changes or holds with its original version. This requires a Conference Committee to resolve these differences. All this happens under the pressure of the fixed time the Legislature must adjourn, at noon next Thursday February 15th. The charts of suggested projects show which libraries put up capital projects for funding, and which legislators listed those projects. After the bill passes and is signed by the Governor, the Legislative Council Service assembles a list of which projects each legislator actually submitted for the final bill. This is issued several weeks after final action has been taken, and we will issue a Legislative Bulletin when it comes available. And, thank you for your questions, suggestions, and comments. For those unable to attend, Marita Hinds (MIAC Ed. Dir.) and her staff are looking at doing field trips the 2nd half of June, however, they can be flexible with dates. Marita will be sending a call for sign up, which will include dates, sizes of groups, etc., in the next week or so. They are waiting to meet with one their artists next week. They are anticipating field trips that would comprise stations that include museum tour, arts/crafts activities, and more. Lunch, snacks, and water will be provided. HB 308, the General Obligations Bonds bill, provides a Library Bond Issue for $19 million, including $6 million each for academic, school and public libraries and $1 million for tribal libraries. This will appear on the November 5th General Election ballot. Potential eligible projects include Last-Mile Networks, Middle-Mile Projects, 5G Wireless Networks, and Special Network Projects. Please keep in mind that fiber projects for unserved and underserved locations will be prioritized. The minimum award amount for eligible entities is $250,000 with a maximum of $6,000,000.
