Exercise caution prior to clicking on links or opening attachments. As reported in Legislative Bulletin #20, The Governor signed SB 275, the Capital Outlay Projects bill, providing $1.576 billion in projects statewide. In reviewing the library projects in SB 275, it was discovered that there were actually 43 library-related projects, rather than 42. The total funding was $7,634,000. The omitted project was at the San Pedro Branch of the Albuquerque Bernalillo County Library. In addition, the Legislative Finance Committee compiled and released a list of the amount each legislator allocated for each project. A legislator might submit many projects in their original Capital Outlay Request, but at mid-session they have to choose which projects and what amounts they will actually choose to fund. The attached chart updates the chart from Legislative Bulletin #20. It adds in columns I-P the names of the legislators who funded library projects and how much they allocated. Below line 60, there are lists showing legislators who funded library projects, and a list of the top ten funders. The review process comprises two distinct but complementary tracks: a) merit review that applies a scoring rubric to assess strengths and weaknesses of the applications; b) mapping review that closely examines the eligibility of the proposed project areas (PPAs). * Eligibility of Proposed Project Areas The mapping review is designed to ensure that an applicant?s PPAs are eligible. The Notice of Funding Opportunity (NOFO) defines Eligible Proposed Project Areas as ones where 80% of the household and business locations are either unserved and/or underserved. Served locations may only be included if they are incidental toward targeting the unserved and/or underserved locations (e.g., must be passed by wireline to reach eligible locations). Definitions of unserved, underserved, and served follow: * Unserved: A household or business location that lacks access to a broadband connection that reliably offers at least 25/3 Mbps (download/upload) through a wireline network or fixed wireless network using licensed spectrum * Underserved: A household or business location that has access to a broadband connection that reliably offers at least 25/3 Mbps (download/upload) but less than 100/20 Mbps through a wireline network or fixed wireless network using licensed spectrum * Served: The household or business location has access to a broadband connection that reliably offers at least 100/20 Mbps (download/upload) through a wireline network or fixed wireless network using licensed spectrum In addition, community institutions lacking a reliable data rate of 1 Gbps symmetrical are eligible. * Types of Challenges The NOFO identifies the following types of challenges: * Currently Served: Existing service providers can provide evidence that particular locations within a PPA are currently served. * Planned Deployment: Entities that can demonstrate substantiated progress in launching a network. This includes the demonstration of: a) a comprehensive business and technical plan; b) funding secured; c) a detailed budget; and d) a detailed project plan that supports the launch of commercial services within 18 months of the NOFO issuance date. * Enforceable Federal or State Commitments: Awardees and beneficiaries ? from other federal or state funding programs that provided funding to deploy a broadband network ? can provide evidence that commercial services will be available within a reasonable period from the NOFO issuance date. * Merits of Existing Unlicensed Wireless Networks Using Advanced Technology: Fixed wireless providers?using an advanced generation of technology over unlicensed spectrum?may provide data to assert they can offer reliable speeds above 100/20 Mbps. * Process OBAE has published the PPAs through an open and interactive map at this link: https://arcg.is/1nOm1m0. OBAE invites feedback from incumbent broadband service providers, fellow applicants, and other stakeholders ? including the general public and potential customers ? regarding the eligibility of all PPAs. * Evidence OBAE requires compelling evidence regarding locations currently served, or may soon be served with planned infrastructure deployment. The tables below list various forms of evidence. OBAE?s determination regarding the merits of a challenge will be based on a comprehensive and detailed showing of this evidence. State of Broadband Evidence Types Existing Service ? Approximate number of locations in the PPA(s) being challenged ? Detailed route map (for fiber) and propagation maps (for fixed wireless) ? Date service first offered that would meet the aforementioned definition of ?served? ? i.e., 100/20 Mbps ? List of all service offerings for homes, businesses, and community institutions (speeds, latency, pricing) ? Percentage of challenged locations that can receive the highest marketed speeds through wireline and/or licensed fixed wireless ? Ability to currently provide 1 Gbps (symmetrical) to CAI?s in PPAs ? Technical evidence that can prove ability to offer: a) 100/20 Mbps; b) the highest purported speeds for homes, businesses, and community institutions ? Marketing materials ? Network level speed test data ? Reasons why the FCC Data Map does not reflect your existing locations to be served ? Other supporting data* Planned Service ? Approximate number of locations in the PPA(s) being challenged due to planned deployment ? Detailed wireline route maps or wireless coverage maps ? List of all planned service offerings for homes, businesses, and community institutions (speeds, latency, pricing) ? Percentage of units, under challenge, that will be passed by wireline, or covered by fixed wireless, within 18 months of the NOFO publication date (June 12, 2025) and can receive 100/20 Mbps ? Percentage of units, under challenge, that will be passed by wireline, or covered by fixed wireless, within 18 months of the NOFO publication date (June 12, 2025) and can receive the highest purported speeds as noted in the service offerings ? Technical evidence that can prove ability to offer: a) 100/20 Mbps; b) the highest purported speeds for homes, businesses, and community institutions ? Forecasted ability to currently provide 1 Gbps (symmetrical) to CAI?s in PPAs ? Detailed budget ? Detailed project plan ? Evidence of procurement to services and goods (e.g., materials, equipment) ? Other supporting data* Enforceable Commitment ? Approximate number of locations in the PPA(s) being challenged ? List of all existing and planned service offerings (speeds, latency, pricing) ? Performance obligations from the relevant grant funding program (speed, latency) ? Network type obligation from the relevant grant funding program (e.g., fiber, licensed fixed wireless, etc.) ? Percentage of units (under challenge) that are currently passed by wireline, or covered by fixed wireless, that can receive 100/20 Mbps ? Percentage of units, under challenge, that will be passed by wireline, or covered by fixed wireless, within 18 months of the NOFO publication date (June 12, 2025) and will be able to receive 100/20 Mbps ? Detailed route map ? Detailed budget ? Detailed project plan ? Narrative regarding adhere to the federal or state grant?s program?s timeline requirements. ? Technical evidence that can prove ability to offer: a) 100/20 Mbps; b) the highest purported speeds for homes, businesses, and community institutions ? Forecasted ability to provide 1 Gbps (symmetrical) to CAI?s in PPAs ? Evidence of procurement to services and goods (e.g., materials, equipment) ? Other supporting data* Unlicensed Wireless Service Providers ? Approximate number of locations in the PPA(s) being challenged ? Detailed propagation maps ? List of all service offerings for homes, businesses, and community institutions (speeds, latency, pricing) ? Date service first offered for 100/20 Mbps ? Percentage of challenged locations that can receive 100/20 Mbps through wireline and/or licensed fixed wireless ? Percentage of challenged locations that can receive the highest marketed speeds through wireline and/or licensed fixed wireless ? Ability to currently provide 1 Gbps (symmetrical) to CAI?s in PPAs ? Technical evidence that can prove ability to offer: a) 100/20 Mbps; b) the highest purported speeds for homes, businesses, and community institutions ? Marketing materials ? Network level speed test data ? Other supporting data* (*) Broadband service providers and stakeholders may provide additional information to support their case that residential and business locations for a PPA have reliable 100/20 Mbps broadband access, and community institutions have reliable 1 Gbps symmetrical broadband access. * Identification of Served Locations Stakeholders must provide the following information: * Location Data: These may include unique identifiers for each broadband serviceable location or street-level address being challenged. * Note: Such granularity is required for several reasons, including: a) many served locations are adjacent to unserved or underserved locations; b) an inability for closely concentrated locations to uniformly receive reliable fixed wireless due to various barriers (e.g., terrain, physical obstructions, etc.); c) fiber traverses through communities but the laterals and drops to reach particular locations are prohibitively expensive. * Electronic Maps: Provide shapefiles of the areas deemed served. * Guidance Please adhere to the following guidelines. * Deadline: Stakeholders have until April 19th (11:59 pm) to provide feedback. * Email: Submit feedback to broadband at connect.nm.gov. * Please send a separate email for each particular challenge of a given application. * Note the following in the email header: Applicant Name, Project Name, Challenging Entity Name OBAE looks forward to your feedback. On Thursday, April 18, 2024 the brown bag series will feature Dr. Daniel Wildcat, Ph.D. Daniel R. Wildcat is a Yuchi member of the Muscogee Nation of Oklahoma. His service as teacher and administrator at Haskell spans 38 years. In 2013 he was the Gordon Russell visiting professor of Native American Studies at Dartmouth College. Dr. Wildcat received an interdisciplinary Ph.D. from the University of Missouri at Kansas City. In 1994 he partnered with the Hazardous Substance Research Center at Kansas State University to create the Haskell Environmental Research Studies (HERS) Center and subsequently started the HERS summer undergraduate internship program with KU professor Dr. Joane Nagel. Dr. Wildcat is currently the principal investigator of a 20M, 5 year, NSF-funded project to develop the Rising Voices, Changing Coasts Research Hub at Haskell. His books include: Power and Place: Indian Education In America, with Vine Deloria, Jr.; Destroying Dogma: Vine Deloria?s Legacy on Intellectual America, with Steve Pavlik. His book, Red Alert: Saving the Planet with Indigenous Knowledge, suggests Indigenous ingenuity - Indigenuity ? is required to reduce the environmental damage in the Anthropocene. He is a co-author of the Southern Great Plains chapter of the Fourth National Climate Assessment. Dr. Wildcat?s new book is entitled, Indigenuity: Learning the Lessons of Mother Earth. What will the Brown Bag entail? Abstract: Indigenous education requires decolonization and indigenization processes. Neither is easy for the pervasive character of most people?s everyday lives are entangled in systems, i.e., relationships, that are destructive and contrary to our own Indigenous traditions of education and the knowledge they offer. Cassandra 2024 Schedule and Programs (memberclicks.net) "This year?s conference theme is ?Libraries are (r)Evolutionary.? Our conference provides an opportunity to explore the transformative power of rural and small libraries in our communities. Like chrysalises of change, these libraries nurture revolutionary ideas and evolve to meet the ever-changing needs of our patrons. Let?s embrace the (r)Evolutionary spirit of libraries and inspire each other. We're seeking proposals on all topics relevant to small and rural libraries, from practical how-to sessions to broader explorations of the changing library landscape." The NN Library uses SirsiDynix and cataloging is done through the WorkFlows system that is built with Sirsi. Through the process, there?s what?s called SmartPort, that will automatically populate the metadata and information, so that takes the guess work out of it all. If you are looking at original cataloging, then that might be LC cataloging or some First Nations groups have begun to cataloging in their own knowledge systems too. Description A lack of access to healthcare professionals is a key contributing factor to poor health outcomes in the United States. Telehealth services have the potential to improve those outcomes by removing geographic barriers and providing timely care with healthcare providers and specialists. However, gaps in accessing telehealth exist in rural areas: citizens may lack internet access, a private space, or the digital literacy skills necessary to benefit from telehealth. Public libraries are increasingly recognizing the importance of facilitating access to telehealth services to their communities. These services can vary widely based on the resources and needs of the library and the community. This webinar will highlight a project in Colorado to fund the development of telehealth services in rural library sites across the state. You will learn more about the project, how participating sites are developing their telehealth services, and resources for networking and training. The project is a partnership between the Colorado State Library and the Colorado Office of eHealth Innovation. This is an instance of the Bridging the Digital Divide: Telehealth and Libraries Webinar Series. Instructors Kieran? Hixon, BA, Rural & Small Library Consultant, Library Development Office, Colorado Department of Education Ashley Heathfield, Sr. Project Manager, Office of eHealth Innovation Objectives: 1. Understand the opportunities and constraints of providing library telehealth services in rural areas. 2. Learn about innovative library programs and partnerships for telehealth in rural areas. 3. Address some of the common questions library staff have about providing telehealth services. 4. Identify resources and opportunities for networking and training on telehealth. Cassandra E. You are all likely aware of library value calculators based on circulation and program statistics multiplied by a cost/item. Libraries in Community Systems is the first ever project to leverage massive data sets (library data paired with economic, education, etc data) to create a calculator based on social wellbeing impacts of a library. A prototype is now available to New Mexico libraries interested in being testers through April 30. If you sign up, you will be emailed information about the calculator, a link to a video explaining the calculator, a link to submit feedback, and the calculator protoype itself. Why does this exist? Traditional library calculators output cost-savings information (eg. "By checking out two books, your patron saved $30 they would have spent on purchasing those books, so the library created $30 of value). That's great, but it undervalues the true benefits of the great work you all do, which has tremendous societal benefits on things like education, economy, and health. A social wellbeing calculator does a couple of important things: first, it demonstrates the impact that libraries have on social wellbeing indicators; and second, it can be used as a planning tool to support your unique community needs. Highly recommended! Please see more information below... Eli From: Margo Gustina mgustina at unm.edu Sent: Saturday, April 13, 2024 7:16 AM Subject: Social Wellbeing Calculator prototype open through April 30th Libraries in Community Systems, a nationwide valuation in terms of community outcomes project. Our primary product will be an online set of calculator tools which a library can use to inform service decisions. We are asking folks working with and in public and tribal libraries to test out prototypes and let us know what they want changed. This test period is open through April 30. Please consider distributing the following email to libraries you serve: We are excited to release test versions of the following Library Service Value in terms of Social Wellbeing Outcomes calculators: * Economic Diversity * Economic Wellbeing * School Effectiveness For those interested in testing them out, we have them bundled as one Excel workbook, each with its own tab. In order to get an email with that workbook attached, we've created a page with additional information and agreements: https://lincs.nnyln.org/calculator-invite We've tried to make an insane amount of data compilation and rigorous analysis into a few simple, easy to use, but informative calculators. If all you do is check out the calculations and see if the results match (or don't) your assumptions and ideas, testing will take you less than 10 minutes, and your survey experience will also be brief. If you want to peer behind the curtain, take a look at our data sources, handling, analysis, documentation and final modeling the testing and survey process will be significantly more involved. Either way, thank you for contributing to the usefulness of this research! We will close testing for these on April 30 to give us time to create online calculators incorporating what we hear from you, and applied to additional outcomes like Civic and Political Voice, Health Access, Physical and Mental Health, and Environmental Assets. Then we'll be back to you by June 1. Thank you for your interest in Libraries in Community Systems! Our new delivery service has developed a quarterly calendar to ensure regular deliveries to all libraries at least four times a year, developed by our delivery team of Liana Morales and Guillermo Martinez. I am attaching the current schedule here, so you have quick access to your upcoming delivery dates. We are in the process of developing a calendar on our website to provide updated delivery dates and times, as there will almost certainly be changes as we adapt delivery routes and adjust times. We are very pleased and excited to see how well received our new delivery service is. Books, STEM Trunks, travelling exhibits, coloring books, activity kits, and informational flyers (among many other things) have been extremely popular, and it has been great to see these items get unprecedented use. In the future we will be piloting a Large Print deposit collection service, book club sets, and more. Due to the popularity of "LibCal" items (https://nmstatelibrary.org/circulating-kits/) it has been difficult to offer timely and regular delivery, so we need to make an adjustment. From now on, we will request that you reserve LibCal items based on your set delivery schedule. Since we will see you once every three months, we ask that you order your LibCal items with your specific quarterly schedule in mind. For example, if you need something in July, but your deliveries are scheduled for May and August, we ask that you order the items you need for July so they can be delivered in May and returned in August. LibCal has been updated to reflect these changes with a three month check out period. Does this mean that we will never deliver something outside your regular delivery schedule? Not necessarily--we will try to be as responsive as we can to "special requests" and extenuating circumstances, but just be aware that our capacity is limited. For more information on LibCal please contact Kelly McCabe Kelly.McCabe at dca.nm.gov For more information on Delivery please contact Liana Morales Liana.Morales at dca.nm.gov Thanks so much for your patience and flexibility as we continue to develop delivery service! [EXTERNAL] Hello all, Nicolasa Chavez, Deputy State Historian here at the State Records Center and Archives (SRCA), is our official grants administrator and helps coordinate annual trainings using funds from our NHPRC/New Mexico Historical Records Advisory Board grant. Recall that we had TWO separate trainings on disaster planning/preparedness last year (one at SRCA; the other at the UNM Health Sciences Library); these were supported using these funds. Nicolasa and I are collaborating on what this year?s training could be focused on, so in anticipation of that I am linking out to a Google Survey for everyone to respond to. We are tentatively aiming to host something here at SRCA in early October (as part of Archives Month); we would also offer a hybrid option for those located outside Santa Fe.
