Senate Bill 270, National History Day Program Schools
SB 147 is on the Thursday, March 2nd Senate Third Reading of Legislation agenda. It is the seventh item on the “Third Reading of Legislation” calendar.
Note that bills on the Third Reading Calendars are usually not brought up based on their place on the Calendar. The Chamber leadership selects which bills are actually brought up for debate, selecting bills out of the calendar order.
COMMITTEE HEARINGS
Senate Bill 147, Tax Changes
The Senate Finance Committee voted on February 28th to give their substitute bill as amended a do-pass recommendation on a 7-0 vote. The bill is now on the Senate Calendar for final passage. They had heard and amended the bill in their February 27th meeting.
House Bill 147, Indian Education Funds Distribution
The House Appropriations and Finance Committee heard HB 147 on February 21st. HB 147 creates a tribal education fund in the State Treasury to handle Indian Education Funds money. The objective is to ensure that tribes receive stable and consistent funding to carry out tribally based education programs. Such funding would not revert to the state.
Having funding going directly to tribes will assist tribal libraries in carrying out programs; last year specific project funds were allocated by the Public Education Department. These funds arrived in December with the obligation to spend them by the end of June.
Senate Bill 270, National History Day Program Schools
SB 270 by Senator Hemphill appropriates $200,000 to the Department of Cultural Affairs to support schools that participate in the National History Day Program. The New Mexico State Library would contract with the New Mexico Endowment for the Humanities to assist them in conducting the annual New Mexico History Day competition in public and other schools. SB 270 was heard in the Senate Finance Committee on February 27th. It was given a do-pass recommendation on a 9-0 vote, and is now awaiting action on the Senate Floor.

SECTION 15. Section 7-9-54 NMSA 1978 (being Laws 1969, Chapter 144, Section 44, as amended) is amended to read:
"7-9-54. DEDUCTION--GROSS RECEIPTS TAX--GOVERNMENTAL
GROSS RECEIPTS TAX--SALES TO GOVERNMENTAL AGENCIES.--
A. Receipts from selling tangible personal property, or from selling licenses to use digital goods for the purpose of loaning those digital goods to the public, to the United States or to New Mexico or a governmental unit, subdivision, agency, department or instrumentality thereof may be deducted from gross receipts or from governmental gross receipts.
This text is unchanged from the original bill (p. 37 of a 66 page bill).
The text is also unchanged from the Senate Tax, Business and Transportation Committee Substitute bill (p. 37 of a 63 page bill).
