NMLA 2023 Legislative Bulletin #1 January 17, 2023
The Legislative Bulletin is a summary of library legislation during the 2023 Legislature, provided by the Legislation Committee of the New Mexico Library Association.
The 2023 Legislative session started today, Tuesday, January 17th. This will be a 60-day session, ending at noon on Saturday, March 18th. February 16th is the last day for new bills to be introduced.
NMLA Legislative Day will be Friday, January 27. Please ask library supporters, including your local board members and friends’ groups to save the date and plan to be there. We are putting together a legislative briefing from 8:30 to 9:30 am to review library legislative prospects.
Rural Library Endowment Fund
The Governor’s budget includes an additional $15 million appropriation to the endowment fund, which would bring it to $28 million. The Legislative Finance Committee proposed budget also requests $15 million. Senator Ortiz y Pino has indicated that he is seeking support to appropriate $37 million, which would bring the fund to the $50 million originally envisioned to provide sufficient revenue to qualifying libraries to insure ongoing financial stability.
Tribal Libraries
There will be continued efforts by the Tribal Education Alliance (TEA) to address education inequities identified in the Yazzie/Martinez case. Their main proposal is to establish a Tribal Education Trust Fund, which could provide consistent and stable funding for tribal community-based education, including for staffing and operating tribal libraries, into perpetuity. Rep. Derrick Lente will once again sponsor TEA bills.
Sustained funding for State Library Bookmobile program vehicles.
Capital Outlay Requests “to plan, design, construct, repair, renovate, repair, equip and furnish, etc.” libraries.
