RAISE discretionary grants help project sponsors at the State and local levels, including municipalities, Tribal governments, counties, and others complete critical freight and passenger transportation infrastructure projects. The eligibility requirements of RAISE allow project sponsors to obtain funding for projects that are harder to support through other U.S. DOT grant programs. Half of the funding will go to projects in rural areas, and half of the funding will go to projects in urban areas. At least $15 million in funding is guaranteed to go towards projects located in Areas of Persistent Poverty or Historically Disadvantaged Communities, and projects located in these areas will be eligible for up to 100 percent federal cost share, as directed by Congress in the Bipartisan Infrastructure Law. Most earmarks range from $50,000 to $2,000,000. Here is more info? In 2021, Congress revived the practice of including earmarks in appropriations bills after a 10-year absence. Earmark funding goes directly to the entity designated by Congress for the specified project (separate from regular federal programs). Earmarks were rebranded ?Congressionally Directed Spending? in the Senate and ?Community Project Funding? in the House. In the appropriations laws enacted since then, Congress has directed earmarks to more than 100 projects involving libraries, totaling nearly $150 million (see fiscal year 2022 and 2023 lists). For the upcoming appropriations bills (fiscal year 2024), interested libraries may submit project requests to their Members of Congress. Here are some points to consider: When can libraries apply? Most Congressmembers? application deadlines will likely be in March 2023. Most Congressmembers have not yet announced application deadlines, but several Senators have announced deadlines between Feb. 28 and March 17. What can libraries request funds for? Projects are typically for specific, one-time activities (and do not fund ongoing activities like annual operating expenses). Most library projects in FY22 and FY23 were capital projects, such as building renovation or construction; others included pilot programs or one-time activities related to technology, children and youth, and history. Which types of libraries can apply? Library projects in FY22 and FY23 included projects at school, academic, public, Tribal, state, and special libraries. How much funding can libraries request? The Congressional share of funding for library projects in FY22 and FY23 typically ranged from $50,000 to $2,000,000. How can libraries apply? Requests are submitted to individual Congressmembers? offices, each of which establishes its own request forms and deadlines. (Most deadlines to apply for FY24 will likely be in March 2023.) Libraries with a potential project can reach out to their Congressmembers? offices to discuss the idea and to ask for their form and deadline. Applicants can submit the same request to all the Congressmembers who represent the location of the proposed project (i.e., the Representative for that district and both Senators for that state). Note that some Congressmembers do not accept requests. When would successful requests receive funding? Following the enactment of the FY24 appropriations law, likely late in calendar year 2023 or in calendar year 2024. Caveat: The House Appropriations Committee has not yet released guidance for FY24, which may affect deadlines and project eligibility for requests by House members. IMLS NATIVE AMERICAN LIBRARY SERVICES BASIC GRANT PROGRAM. Applications are due this Wednesday, March 1 at 11:59 PM Eastern. Grants range from $6,000-$10,000. To learn more, click here. 2. CONGRESSIONAL EARMARKS FOR TRIBAL LIBRARY IMPROVEMENTS: One of the most frequent inquiries ATALM receives is about funding for tribal library construction or upgrades. We are happy to share with you that tribal libraries may now request earmark funding from their members of Congress members in the upcoming fiscal year 2024 appropriations bills. As an example, the San Carlos Apache College Library received $875,000 to renovate, equip, and staff a library and computer center in a historically underserved community. Most Congressmembers have not yet announced application deadlines, and the House has not yet announced its process for the upcoming year. However, to date several Senators have announced applications deadlines between Feb. 28 and March 17. Because the request process is handled through individual Congressional offices, the best source of information is to inquire directly with your Senators and Representative about their application process. Tribal museums and other cultural facilities are also eligible to request earmarks, but the requests should be carefully coordinated with tribal leadership. COMMITTEE HEARINGS House Bill 147, Indian Education Funds Distribution The House Appropriations and Finance Committee heard HB 147 on February 21st. HB 147 creates a tribal education fund in the State Treasury to handle Indian Education Funds money. The objective is to ensure that tribes receive stable and consistent funding to carry out tribally based education programs. Such funding would not revert to the state. Having funding going directly to tribes will assist tribal libraries in carrying out programs; last year specific project funds were allocated by the Public Education Department. These funds arrived in December with the obligation to spend them by the end of June. House Bill 140, Tribal Education Trust Fund Another bill from the Tribal Education Alliance, HB 140, was tabled at the request of the sponsor, Rep. Derrick Lente. This bill set up a Tribal Education Trust fund to ?provide consistent and stable revenue for tribal education Departments.? It is likely that this legislation will be revised and presented again during the 2024 Legislature. Senate Bill 270, National History Day Program Schools SB 270 by Senator Hemphill appropriates $200,000 to the Department of Cultural Affairs to support schools that participate in the National History Day Program. The New Mexico State Library would contract with the New Mexico Endowment for the Humanities to assist them in conducting the annual New Mexico History Day competition in public and other schools. SB 270 was heard in the Senate Finance Committee today. It was given a do-pass recommendation on a 5-0 vote, and is now awaiting a hearing in the Senate Finance Committee. I'll share more information as SAA develops this initiative. ----- The Society of American Archivists (SAA) Foundation has received a $98,000 grant from the Mellon Foundation to develop a yearlong pilot program that centers Indigenous needs and perspectives in the archives profession. The new program is aimed at Tribal archivists, Tribal Historic Preservation Officers, museum professionals, and leaders and focuses on reframing Western-created "best practices" in archives and recentering Indigenous values and traditional stewardship practices. This program will also be invaluable to non-Tribal colleagues and leadership working in colonial institutions, who will benefit from community-based approaches to responsible stewardship. The goal is for the program to fulfill the need for training for archivists working in Tribal libraries, archives, museums, and cultural organizations who often lack access to expensive graduate and professional training. This grant funding will allow for piloting core content for this initiative. An in-person workshop held at the Institute of American Indian Arts in Santa Fe, New Mexico, in the fall of 2023 will kick off the program, and lead to the development of a series of free, educational webinars. These will be made available for free on the SAA NAAS website and on the Sustainable Heritage Network. This pilot project will inform the development of a formalized certificate program, Indigenizing Archival Practices (IAP). The development process will be conducted by SAA in collaboration with SAA's Native American Archives Section (NAAS) and the Association of Tribal Archives, Libraries, and Museums (ATALM).
