The TRAILS Manual was originally developed by Dr. Lotsee Paterson, an important person in the development of tribal libraries in NM (and the US) and our Tribal Libraries Program. It is a great resource and in need of updating (last updated in 2017 - TRAILS BETA MAY 2017.pdf (ala.org)). I will be overseeing the "Programs and Services" chapter and am looking forward to the anticipated robustness of the manual once completed. Let me know if you have any questions. Cassandra????? Interested in Attending? (tribalbroadbandbootcamp.org) - Jan 29 - Feb 1 - Tohono O'odham (Arizona) - Digital Equity, Wireless, and Fiber Optics Cassandra The Tribal Broadband Bootcamp (TBB) is a 3-day intensive learning experience focused on building and running Tribal Internet networks. You?ll interact with network operators, industry professionals, and broadband experts who walk through what it takes to build a network and run an Internet Service Provider. Whether you have three decades or three days of experience ? it doesn?t matter. The TBBs explain what the puzzle pieces are and how they fit together. Who is the Tribal Broadband Bootcamp for? The Tribal Broadband Bootcamp is for folks in Indian Country interested in or focused on broadband. We recommend bringing a small team as many have reported this approach is helpful for team building, but individuals are welcome as well. At previous bootcamps, people who worked on billing, who had no interest in technology, left wanting to climb towers and help on installations. Technicians left with an understanding of how the ISP must work as a business, or how federal policy has shaped connectivity in Indian Country. In a few days, we prepare people to be much more effective in this work. Cassandra E. Cassandra Littletree, Sandra, Nicola Andrews, and Jessie Loyer. 2023. ?Information as a Relation: Defining Indigenous Information Literacy.? Journal of Information Literacy 17 (2): 4?23. https://doi.org/10.11645/17.2.8. https://journals.cilip.org.uk/jil/article/view/8/509 Abstract Informed by relationality and reciprocity, Indigenous librarians who teach play a key role in creating learning opportunities for students to gain information literacy (IL) skills and become better users and creators of information. Through unstructured interviews with seven Indigenous librarians, we find that Indigenous identity and ways of knowing based on relationality and reciprocity are key components shaping the pedagogy of Indigenous librarians, as it informs the ways they enact accountability, build relationships, set boundaries, and practice care. Through this work, we offer a definition of Indigenous information literacy, which is the ability to use information and create or gain knowledge, while practicing the Indigenous concepts of relationality, reciprocity, and respect. This work lays the groundwork for further explorations of relationality, kinship, and Indigenous ways of knowing in information literacy and Indigenous librarianship. Cassandra E. WASHINGTON, DC? The Institute of Museum and Library Services (IMLS) announced today the development of the Agency?s first Learning Agenda in a published report ?Learning Agenda: Research Questions to Guide IMLS Priorities, FY 2023?2026.? This is a research initiative that aims to deliver on its mission to advance, support, and empower America?s museums, libraries, and related organizations through grantmaking, research, and policy development. The FY 2023?2026 Learning Agenda embraces IMLS?s Strategic Objective 4.1 which seeks to ?maximize public investments by cultivating a culture of planning, evaluation, and evidence-based practice.? IMLS is focused on generating evidence around actionable learnings to three research and evaluation priorities: child reading literacy, the future of museums, and equity grantmaking. Each of the priorities of the Learning Agenda represents a unique focus that aligns with the Agency?s strategic objectives. Each area of focus strives to establish and advance credible, relevant, and actionable information to better meet the needs of the nation?s museums and libraries and their communities, especially those in underserved communities. ?The Learning Agenda has applied the most innovative thinking in the federal government relating to cultural institutions,? explained IMLS Director Crosby Kemper. ?We recognize the relevance in this opportunity as it relates to creating harmony in the citizenry of this nation.? As part of its commitment to ongoing learning and research, IMLS is developing these Learning Agenda priorities in line with its strategic objectives and in reflection of the library and museum field needs. Where not enough is known, IMLS will develop new bases of evidence through its research and explore opportunities to expand any findings to the national level. IMLS also looks forward to applying the findings from the research to inform grantmaking and deliberations around ways to strengthen our nation?s museums and libraries and the diverse communities they serve. IMLS?s FY 2023?2026 Learning Agenda can now be found on the Agency's website at https://www.imls.gov/publications/learning-agenda-research-questions-guide-imls-priorities-fy-2023-2026. As findings become available, they can be found at https://www.imls.gov/research-tools/data-collection/learning-agenda. The Foundations for Evidence-Based Policymaking Act of 2018 encourages all federal agencies to build and use evidence to support their missions and to improve their operations. IMLS?s Office of Research and Evaluation (ORE) is leading the development of the Agency?s first Learning Agenda in supporting this legislative intent. While not a CFO agency, IMLS has committed to developing this Learning Agenda in intentionally aligning its research and evaluation priorities with its strategic objectives. IMLS plans to devote time in FY 2026 to self-evaluate the design and implementation of this first Agency Learning Agenda. These learnings are intended to inform the development of the next IMLS Strategic Plan and accompanying Learning Agenda. ? View this email online. About the Institute of Museum and Library Services The Institute of Museum and Library Services is the primary source of federal support for the nation's libraries and museums. Native American Library Services Basic grants are noncompetitive one-year grants of $6,000 to $10,000. The grants are available to federally recognized Native American tribes and Native Alaskan villages, corporations, and regional corporations and are designed to assist Native American tribes in improving library services for their communities. "The IMLS is proud to once again offer our Native American Basic Grants which, as we know from our tribal Consultations, are the most flexible and useful way to support literacy and social services" shares IMLS Director Crosby Kemper. "It is important in the recovery from the pandemic that we continue our support for important work that tribal libraries and cultural centers do every day." Some examples of what grant funds may be used for include: purchasing library materials and furnishings, renewing subscriptions, funding salaries and staff training, and providing internet connectivity and computers. Potential applicants can learn more about the FY 2024 application process in an on-demand webinar. Application materials can be found on the grant program page. For more information, please visit the IMLS website. View this email online. This most recent version of the map includes new information ? specifically, refined location and internet availability data. On this version of the map, released November 17, 2023, there are over 25,000 more Broadband Serviceable Locations identified in Tribal areas than the previous version, and over 70,000 more Broadband Serviceable Locations than the first pre-production draft of the map. The map also shows more refined availability data in Tribal communities due to resolved challenges, the FCC?s verification and audit efforts, and our continued work with providers as they refine their data matching and reporting. The National Broadband Map is an evolving data collection and has been providing more precise internet availability data with each update. While we have made significant improvements in the identification of Broadband Serviceable Location data in Tribal areas, we encourage you to review the map for your community. If you identify any remaining locations that are missing or misidentified, or availability data which you believe is inaccurate, you may submit a challenge to help improve the data. * Information about how to submit a Location challenge is available at: https://help.bdc.fcc.gov/hc/en-us/articles/10475216120475-How-to-Submit-a-Location-Challenge- * Information about how to submit an Availability challenge is available at: https://help.bdc.fcc.gov/hc/en-us/articles/10476040597787-How-to-Submit-an-Availability-Challenge You can learn more about the National Broadband Map and the FCC?s Broadband Data Collection by visiting: www.fcc.gov/broadbanddata.
