Krug Memorial Fund Programming Grants Each year the Freedom to Read Foundation (FTRF) distributes grants for organizations to support activities that raise awareness of intellectual freedom and censorship issues during the annual Banned Books Weeks celebration (October 1-7, 2023). Staff at all types of libraries, schools, universities, and non-profit community organizations are encouraged to apply. Grants are awarded for $1,000 and applications are accepted now through May 8, 2023. Grants are evaluated based on the following criteria: ? IMAGINATION: What makes your plan unique? How have you integrated the concept of the FREEDOM TO READ? Do not designate all of the grant funds for the purchase of books, or as an honorarium for one speaker; local collaborators might support those aspects. ? SCHEDULE/ACTION PLAN: Include key dates, responsibilities, and collaboration with other groups to carry out a creative project. ? House Bill 2, the General Appropriations Act HB 2 enacted the original budget funding recommended for the New Mexico State Library, and added $200,000 for the National History Day program, which had been in SB 270. The Governor vetoed language in HB 2 specifying tribal education department participation in the Indian education fund. The vetoed language had listed tribal libraries. Her veto message says: "On page 186, line 9, I have vetoed from the word "to" through the end of the line, and on line 10, I have vetoed from the beginning of the line through the word "schools". The vetoed language is unnecessary because existing law already defines eligible recipients." Section 4. FISCAL YEAR 2024 APPROPRIATIONS. K. PUBLIC SCHOOL SUPPORT. (5) Indian education fund: The secretary of public education, in collaboration with the assistant secretary for Indian education, shall develop a methodology to allocate the twenty million dollar ($20,000,000) general fund appropriation to tribal education departments, tribal libraries, Native American language programs, school districts and charter schools based on operational needs and student enrollment for expenditure in fiscal year 2024 and fiscal year 2025. House Bill 2 appropriated $15 million for the Rural Libraries Endowment fund, and specified that the money "is from the general fund and not the appropriation contingency fund of the general fund." This brings the endowment fund up to $28 million. Senator Jerry Ortiz y Pino had sponsored a bill, SB 214, which would have appropriated $37 million. Senator Ortiz y Pino plans to work for a 2024 appropriation to reach the goal of having $50 million in the endowment fund. Senate Bill 192, Additional Appropriations and Confidentiality This is the bill that is often called the "Junior Bill." It is where appropriations which did not get included in the General Appropriations Act (HB 2) or the Capital Outlay Projects bill (HB 505) get funded. Eight library project appropriations were included in SB 192. The Governor included seven of these projects in her approval of the bill, and vetoed one project. The seven funded projects are: Seventy-five thousand dollars ($75,000) for services and food distribution at El Valle community center and for the Villanueva library. This appropriation reflects the request for funding this library in SB 258, which was tabled in the Senate Finance Committee. One hundred thousand dollars ($100,000) for programming, equipment or materials at the Placitas community library; Eighty-five thousand dollars ($85,000) to purchase a library sorter for Rio Rancho; One hundred thousand dollars ($100,000) for programming, equipment and materials at the Edgewood community library; One hundred thousand dollars ($100,000) for programming, equipment and materials at the Vista Grande public library; One hundred thousand dollars ($100,000) for library services in four communities in Lincoln county; (Carrizozo, Ruidoso, Corona, Capitan) To the board of regents of New Mexico highlands university, one hundred sixty-five thousand dollars ($165,000) is appropriated to purchase learning materials and related equipment for the Thomas C. Donnelly library and the athletic department. The one project in SB 192 that the Governor vetoed is: One hundred fifty thousand dollars ($150,000) for improvements for the library, jail and rodeo grounds in Magdalena; HB 505, Capital Outlay Projects The Governor signed HB 505, which provided $1,234,519,983 for over 1,500 projects statewide. She line-item vetoed only three of these projects. All twenty-nine library-related projects were approved, appropriating $28,513,780. The largest item was a $20 million appropriation "to plan, design, construct, renovate, furnish and equip tribal libraries statewide, including for facilities in the Pueblo of Jemez, the Pueblo of Santa Clara, the Pueblo of Santo Domingo and the Mescalero Apache Nation, with award amounts to be determined by the department based on submission of cost estimates from a qualified professional and documentation of readiness to proceed." A spreadsheet is attached which shows the library projects approved in HB 505. SB 147, Tax Changes The Governor signed the tax bill making many technical corrections to the tax code. SB 147 includes provision to exempt governments from paying gross receipts tax for "digital products" that are loaned to the public. The effort by NMLA to support a $350,000 appropriation for a new bookmobile for the New Mexico State Library was unsuccessful. External Email - Exercise Caution The IFLA Indigenous Matters Standing Committee Invites presentation proposals on the theme of Working Together Toward Guidelines for Library Services With Indigenous Peoples. Session Purpose and Background: The focus of the proposed session is to introduce and frame the emerging development of the IFLA Guidelines for Library Services with Indigenous Peoples. The guidelines aim to educate and promote Indigenous worldviews and protocols for the GLAM sector associations and institutions that serve Indigenous communities, have Indigenous materials, seek to acquire Indigenous materials, or employ Indigenous peoples. As the Guidelines are still under development, this session will catalyse discussion on the document and encourage feedback and participation from the wider IFLA community in the development process. Each individual in our global Indigenous society has the right to a full range of library and information services. By working together with Indigenous peoples, libraries can ensure their services are culturally appropriate and responsive. Working together as Indigenous and non-Indigenous library professionals to respectfully and appropriately support the needs of Indigenous populations within libraries, the Guidelines will be strengthened by soliciting input from Indigenous populations on a global scale. The session will begin with an overview of the guidelines project, including an introduction to the purpose, scope, and draft structure of the document. This will be followed by presentations drawn from the open call. The session will conclude with a question and answer discussion period. We invite presentations particularly, but not exclusively, on the following themes: * Examples of the implementation of library services developed by or with Indigenous communities such as collection development, language services and support, information literacy, outreach initiatives, archives and special collections, digital repository management, or cultural heritage management. * Examples of partnerships and collaborations with Indigenous communities. * Examples of documentation describing best practices, frameworks, ethical practices, or guidelines related to the respectful provision of library services to Indigenous peoples as a whole or with specific communities or Nations. * These guidelines might address specific aspects of library services, such as digital repository management, collection development, and/or working with communities. * Examples of community-informed consultation in the development, provision, or continuation of library services. * Examples of services focused on specific populations and user groups, such as children, elders, school children, gender-based, LGBTQ2+ services, and urban Indigenous peoples or Indigenous peoples outside their home communities, * Services from specific kinds of libraries and cultural centres, such as public libraries, cultural centres, national libraries, academic libraries * Methods and examples of evaluation and assessment of impact, appropriateness/relevance, or similar measurement of services Presentations should be 15 minutes in length and in English. Presenters should be prepared to participate in an open discussion and question and answer session at the conclusion of the presentation section of the program. At least one presentation slot may be reserved for a virtual presentation and virtual presenters should be prepared to particulate in the Q&A session live. Proposals must be submitted in an electronic format and must include the following information: * Name, title, employer or affiliated organization, country, and email of speaker(s) * Brief biographical statement about each speaker (maximum 100 words) including clear identity information (i.e. Indigenous Nation or community membership, non-Indigenous presenter) * Title of proposed presentation * Abstract of presentation (maximum of 300 words), including specific mention of Indigenous involvement in the topic of the presentation. * Willingness to comply with IFLA?s Authors? Permission (Papers / Slides will be published in IFLA?s online Repository following the conference) * Indication of whether presentation will be in-person or remote * For in-person presentations: Confirmation that at least one of the authors can attend the IFLA Congress and present in-person if accepted. * For virtual presentations: Confirmation that a recorded presentation will be made available to the session organizers at least one week before the scheduled session.
