The Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced on November 17th that it has awarded 18 grants as part of the Tribal Broadband Connectivity Program (TBCP). Tribes in 11 states received grants – Alaska, Arizona, California, Iowa, Minnesota, Montana, New Mexico, Nevada, New York, South Dakota, and Virginia. The Zia Pueblo was awarded the Broadband Infrastructure Deployment in the amount of $4,695,868.82. The Broadband Infrastructure Deployment project proposes to install fiber to directly connect 228 unserved Native American households and 13 unserved community anchor institutions with qualifying broadband service with up to 1Gbps symmetrical speeds.
The goal of these programs is to achieve digital equity through improved access and intentional, inclusive planning that leads to effective, impactful outcomes. Pueblo of Zuni and CDEC Partner to Provide Internet on Tribal Land
Approximately 2,200 households and businesses on the Zuni Reservation will soon have high speed (1 gig) fiber-optic internet service starting this summer, thanks to a partnership between the Zuni Tribe and Continental Divide Electric Cooperative (CDEC). Zuni and co-op officials formalized an agreement for CDEC to build the $4.4 million in communication infrastructure necessary to provide internet service to Zuni’s residents. In turn, the tribal government will pay a discounted bulk price for providing high speed internet to Zuni’s residents for the next three years. Tribal Broadband Leaders Network

National Telecommunications and Information Administration (NTIA) is kicking off the Tribal Broadband Leaders Network to establish a regular monthly check in on the latest events in the broadband space. The network will be a forum for Tribal leaders to share challenges, solutions and hear from NTIA on broadband planning activities such as engaging with states on their BEAD and Digital Equity plans.

For providers, the release of the first map comes alongside efforts already underway for submitting challenges of and corrections to the underlying “fabric” of locations that can be served by broadband providers.
The commission has stressed that this pre-production draft of the map is far from final. Today’s release reflects broadband availability reported by providers as of June 30. Challenge processes with respect to the reported coverage data will follow.
Following the fabric and coverage data challenge processes, an updated version of the FCC map will be used to determine the allocation of $42.5 billion in Broadband Equity, Access, and Deployment (BEAD) Program funds to each state and territory, as well as determining eligibility of areas for funding under various programs. The map, particularly after the challenge processes are implemented, aims to be the most comprehensive collection of broadband data to date.

Affordable Connectivity Program (ACP) Outreach Grant Program
This FCC program helps ensure that qualifying low-income households can afford the broadband they need for work, school, healthcare and more. The ACP Outreach Grant Program will facilitate the promotion of the ACP and increase awareness of and participation in the ACP among eligible households. To support this goal, the FCC seeks to enlist and empower trusted community messengers to develop innovative outreach strategies to reach historically underserved and unserved communities, including low-income households, aging populations, individuals with disabilities, individuals with language barriers, racial and ethnic minorities, and rural inhabitants.

NM Constitutional Amendment Opens Door for Broadband Public-Private Partnerships
The General Election ballot featured a proposed ballot measure that would amend the New Mexico Constitution to allow the Legislature to fund infrastructure for internet, energy, water, wastewater and other similar services. The measure, Constitutional Amendment 2, sought to create an exception to an existing prohibition on aid for individuals, associations, and public or private corporations. The measure passed by a wide margin and the Legislature can now specify the nature of various forms of public-private partnerships, including use of state general revenue fund dollars for grants to private broadband service providers.
