[USAC Banner] E-Rate Tribal Libraries Pilot Program Information Session November 3, 2022 USAC and the FCC will host a Tribal Libraries Pilot Program information session on Monday, November 7 at 2 p.m. ET. Interested participants can register for the information session on USAC?s website. In January, the FCC adopted a Report and Order (Tribal Library Order) that amended the FCC?s rules by updating the definition of a library, and clarifying that Tribal libraries are eligible for support through the E-Rate program. This change and clarification means that many more Tribal libraries can participate in the E-Rate program. In October, USAC and the Federal Communications Commission (FCC) announced an E-Rate Tribal Libraries Pilot Program that will provide one-on-one assistance to participating Tribal libraries in all aspects of preparing, applying, and receiving E-Rate support during the upcoming funding year. This includes sharing information about program rules and requirements, providing training on how to use the E-Rate Productivity Center (EPC), and walking through the competitive bidding and application processes. The pilot will also support participants during the invoicing and other post-commitment processes, including the service confirmation, the Children?s Internet Protection Act (CIPA) certification, or service substitution requests. For business, POI has provided us with a Sharp MX03070, which scans, prints, and fax (both features of faxing digital and old school analog phone line, which we still utilize for confidentiality reasons). SWCS provide us with free maintenance, toner, and excess toner disposal cartridges, and charge us $0.007500 for Black & White Copies and $0.045400 for color prints per page. Faxing and scanning are free. When I was looking into purchasing a unit for the general public, SWCS provided our library with a HP Color Laser Jet Managed Flow MFP E87640 model and put us on the same contract as POI. Although, the printing cost (same prices) comes out of our Library Budget. Maintenance, toner, and excess toner disposal cartridge, and scanning are all included in the contract. Instead of leasing the item, we purchased it out right. We also purchased a Bluetooth feature which allows patrons to print via Bluetooth from their mobile devices and laptop. The patrons like the scan to email feature as opposed to a flash drive. As for labels and barcodes, our automation system (Booksystems: Atriuum) allows us to print our own labels and barcodes. However, we had to inform them we wanted this feature as our previous automation system had this feature. It took some trial and error but we got it working. When we weed a library material we, hold onto the barcode number and reuse it. The ability to make our own spine labels allows us to create our own Call numbers for the Manga, Graphic Novels, CDs, DVDs, Blu-Rays, 4Ks, Video Games (Switch, PS4, X-box), Guitar & Bass Tablatures, fitness bags, cake pans, etc. Here is Southwest Copy Systems contact info should you want to talk to them about printer models and features. State of New Mexico lawsuit. Yazzie/Martinez Case Update The state constitution guarantees that all children in New Mexico have access to a uniform and sufficient education. However, since the Yazzie/Martinez v. State of New Mexico case that was filed in 2014, the court found that far too few students are receiving an education that meets the state?s minimum standard and prepares them for college, career and life. This presentation provides an overview of the landmark Yazzie/Martinez court ruling, the key deficiencies of the education system that must be addressed, and the current phase of the lawsuit. The National Telecommunications and Information Administration (NTIA) then expects to communicate the amount of federal Broadband Equity, Access, and Deployment (BEAD) funding the state can expect to receive through the Infrastructure Investment and Jobs Act on June 30, 2023. Mapping will be critical to the success of the Connect New Mexico program and vision for universal broadband access statewide. The measure, Constitutional Amendment 2, sought to create an exception to an existing prohibition on aid for individuals, associations, and public or private corporations. The measure passed by a wide margin and the Legislature can now specify the nature of various forms of public-private partnerships, including use of state general revenue fund dollars for grants to private broadband service providers. This would allow the Connect New Mexico Broadband Grant Program and its Connect New Mexico Fund to provide direct grant awards to broadband service providers, among other qualified entities ranging from local governments and schools to tribes and cooperatives. (2) between now and January 13, 2023, the FCC will be seeking input regarding available service to these locations; and (3) local governments, community organizations, and the general public all have a role to play in providing accurate information. Recently, the Benton Institute for Broadband & Society supported a webinar featuring national perspectives on these federal mapping feedback processes. If you are familiar with E-rate, then you know that you should have, or should be constructing your E-rate requests. Whether you are seeking funding for internet service, network equipment, or both, you should consider posting the Form 470 (and SOW) within the next couple of weeks. Per E-rate requirements, you must solicit bids for 28 days or longer. That means if you post a request in the next couple of weeks that you would not be able to award a vendor until the end of December or early January. There are deadlines associated with E-rate so please be cautious and mindful of when you post your request. E-rate can be viewed as a seasonal process. Fall: Develop request, solicit bids, award vendor. Winter: Submit funding request. Summer: Installations, start of services. If you are new to E-rate and would like to participate, please reach out to me and we can work on getting you going ASAP. We have templates that we can use to help develop your request. We also have matching funds for any special construction that would be required for services to be delivered to your library. The same matching funds can be used to cover the costs of the network upgrades that E-rate would not (~15% of the project). Ff you are hesitant on participating with E-rate, remember that E-rate could cover up to 90% of your monthly internet cost. Those savings could help you increase internet capacity to your library and decrease your monthly costs. To date, we have increased E-rate participation by 100% and now have 80% of NM libraries participating with E-rate. Most of these libraries are now connected to the internet via fiber optics and are paying less than $100 for that service. The?Department of Commerce?s National Telecommunications and Information Administration?(NTIA)?announced on November 17th that it has awarded 18 grants as part of the Tribal Broadband Connectivity Program (TBCP). The TBCP is a nearly $3 billion grant program and part of the Biden-Harris Administration?s Internet for All Initiative. Tribes in 11 states received grants ? Alaska, Arizona, California, Iowa, Minnesota, Montana, New Mexico, Nevada, New York, South Dakota, and Virginia. The Zia Pueblo was awarded the Broadband Infrastructure Deployment in the amount of $4,695,868.82. The Broadband Infrastructure Deployment project proposes to install fiber to directly connect 228 unserved Native American households and 13 unserved community anchor institutions with qualifying broadband service with up to 1Gbps symmetrical speeds. The goal of these programs is to achieve digital equity through improved access and intentional, inclusive planning that leads to effective, impactful outcomes. Click here for more information. ? [https://files.constantcontact.com/babbe0d4901/0c97a26d-c15d-427e-9041-2d55bd8c7111.jpg] Pueblo of Zuni and CDEC Partner to Provide Internet on Tribal Land Approximately 2,200 households and businesses on the Zuni Reservation will soon have high speed (1 gig) fiber-optic internet service starting this summer, thanks to a partnership between the Zuni Tribe and Continental Divide Electric Cooperative (CDEC). Zuni and co-op officials formalized an agreement for CDEC to build the $4.4 million in communication infrastructure necessary to provide internet service to Zuni?s residents. In turn, the tribal government will pay a discounted bulk price for providing high speed internet to Zuni?s residents for the next three years. The network will be a forum for Tribal leaders to share challenges, solutions and hear from NTIA on broadband planning activities such as engaging with states on their BEAD and Digital Equity plans. This meeting will provide an overview of the Environmental and Historic Preservation process as part of broadband projects as well as NTIA updates and topics that popped up in previous meetings. Required by the Broadband DATA Act of 2020, the new map displays location level information on broadband availability throughout the country and allows individuals to search for their address, as well as review and dispute services at their location. For providers, the release of the first map comes alongside efforts already underway for submitting challenges of and corrections to the underlying ?fabric? of locations that can be served by broadband providers. The commission has stressed that this pre-production draft of the map is far from final. Today?s release reflects broadband availability reported by providers as of June 30. Challenge processes with respect to the reported coverage data will follow. ? Following the fabric and coverage data challenge processes, an updated version of the FCC map will be used to determine the allocation of $42.5 billion in Broadband Equity, Access, and Deployment (BEAD) Program funds to each state and territory, as well as determining eligibility of areas for funding under various programs. The map, particularly after the challenge processes are implemented, aims to be the most comprehensive collection of broadband data to date. Recently, the Benton Institute for Broadband & Society supported a webinar featuring national perspectives on these federal mapping feedback processes. This recording and summary provide helpful information regarding the processes, what?s at stake, and how various stakeholders can access the federal portals to view data and share feedback. To support this goal, the FCC seeks to enlist and empower trusted community messengers to develop innovative outreach strategies to reach historically underserved and unserved communities, including low-income households, aging populations, individuals with disabilities, individuals with language barriers, racial and ethnic minorities, and rural inhabitants. Their quarterly review of the Free and Low-cost plans page has been completed! The updated page describes the low-cost and ACP-eligible plans and their associated information. The review, conducted three months after the launch of the updated page, verifies that information first provided by ISPs is still current. They also added a new category, Customer Alert, that describes instances of incorrect or inaccurate information offered on part of ISPs. As states, territories, and tribes develop digital equity plans, the stories, tools, and resources found here offer both guidance and inspiration for what?s possible when community members have a seat at the table. ? ?NM Constitutional Amendment Opens Door for Broadband Public-Private Partnerships The General Election ballot featured a proposed ballot measure that would amend the New Mexico Constitution to allow the Legislature to fund infrastructure for internet, energy, water, wastewater and other similar services. The measure, Constitutional Amendment 2, sought to create an exception to an existing prohibition on aid for individuals, associations, and public or private corporations. The measure passed by a wide margin and the Legislature can now specify the nature of various forms of public-private partnerships, including use of state general revenue fund dollars for grants to private broadband service providers. This would allow the Connect New Mexico Broadband Grant Program and its Connect New Mexico Fund to provide direct grant awards to broadband service providers, among other qualified entities ranging from local governments and schools to tribes and cooperatives.
