SENATE FLOOR ACTION - HOUSE TAXATION AND REVENUE COMMITTEE SUBSTITUTE FOR HOUSE BILL 153

The General Obligation Bond Projects bill, including $19 million for library bond B, was passed by the Senate yesterday on a vote of 37 -0. This amount is double the $9.5 million in the 2020 library bond. The bill now goes to the Governor. Thanks to all who communicated with their legislators on HB 153.


HB 2 GENERAL APPROPRIATION ACT OF 2022

Yesterday the House of Representatives failed to concur in the Senate amendments to the bill, and the Senate failed to recede from its amendments. The bill went to a Conference Committee this afternoon, where the differences were resolved. Both chambers accepted the Conference Committee report, passing the bill. HB 2 now goes to the Governor. In addition to the New Mexico State Library budget, the General Appropriations Act includes:

K. PUBLIC SCHOOL SUPPORT
(5) Indian education fund:
Appropriations:
(a) Other  $14,988,600
The general fund appropriation to the Indian education fund includes fourteen million nine hundred eighty-eight thousand six hundred dollars ($14,988,600) to meet requirements of the Indian Education Act.
The assistant secretary for Indian education shall develop a methodology to allocate the fourteen million nine hundred eighty-eight thousand six hundred dollar ($14,988,600) general fund appropriation to tribal education departments, tribal libraries, Native American language programs, school districts and charter schools based on operational needs and student enrollment.

Section 5. SPECIAL APPROPRIATIONS.
(111) PUBLIC EDUCATION DEPARTMENT   $2,000,000
For planning, design and construction of tribal libraries through fiscal year 2024. Any unexpended balance remaining at the end of fiscal year 2024 shall revert to the general fund.

Section 11. FUND TRANSFERS.- (from Federal ARPA funds)
(2) RURAL LIBRARIES ENDOWMENT FUND $10,000,000



COMMITTEE HEARING AND FLOOR ACTION - CAPITAL OUTLAY PROJECTS
The House Taxation and Revenue Committee heard SB 212  which appropriates $827.7 million for capital projects statewide. Committee members had a few technical questions, and then gave the bill a "do-pass" recommendation on an 11-0 vote.

SB 212 passed the House this morning on a vote of 64-0, and now goes to the Governor. She can line-item-veto individual projects, and has 20 days to act on bills approved by the Legislature. Library projects were listed in Legislative Bulletin #17.

The 2022 Session of the Legislature ends at noon today.
