COMMITTEE HEARINGS - HB 88

The following is edited from a communication from the Tribal Education Alliance.

The House Appropriations and Finance Committee will hear four Tribal Remedy Framework bills today, February 8, at 1:30 pm, HB 60, 87, 88, and 89, all sponsored by Rep. Derrick Lente.

The hearing will start at or after 1:30 pm on Tuesday (delays are possible if the House Floor session takes longer). Tribal Remedy Framework bills are first on the schedule. You can also call or email the committee members (see the list at the bottom of the bulletin).

Among the bills is HB 88, which will fund tribal community-based education programs, including $5,750,000 for tribal libraries' educational operations.

The committee will be taking public comment, although the time allotted may be shorter than previously. Please be very brief! HB 60 is scheduled first, followed by HB 87, 88, and 90. The chair will announce the bill and ask who supports the bill. At that time, use the Zoom reaction button to "raise your hand". TRIBAL LIBRARY CONSTRUCTION FUNDING - HB 89

Rep. Derrick Lente's Tribal Remedy Framework bill on tribal library construction, HB 89, was tabled in the House Appropriations and Finance Committee. It provided "$66,682,942 to plan, design, renovate, expand, construct, equip and furnish libraries and education centers statewide for Indian nations, tribes and pueblos..."

beginning at 12:27 pm.  Rep. Small's comments are garbled, but it is clear that the committee tabled the bill at Rep. Lente's request. Committee Chair Patricia Lundstrom noted that there was money in HB 2, the General Appropriations Act for the purpose of tribal library construction.

HB 2 Section (111) PUBLIC EDUCATION DEPARTMENT   $2 million "for planning, design and construction of tribal libraries through fiscal year 2024. Any unexpended balance remaining at the end of fiscal year 2024 shall revert to the general fund...." HB 2 has passed the House, and is now in the Senate Finance Committee. HB 2 also appropriates $10 million for the Rural Libraries Endowment Fund.

Currently, there are only a few projects in this "dummy bill". The Senate Finance Committee is reviewing the 1,500 projects submitted by individual legislators and will decide which projects to include in the final draft of the bill.  Library projects proposed by various legislators were summarized in Legislative Bulletin #9.


Correction of Error on Committee Vote

SB 195 - STATEWIDE MEDIA LITERACY SCHOOL PROGRAM
Sponsor: Roberto "Bobby" J. Gonzales

SB 195 was heard Friday in the Senate Education Committee and given a Do Pass recommendation on a vote of 5-1, with Senator Craig Brandt opposed.
