BILL INTRODUCTION AND COMMITTEE HEARING

SB 195 - STATEWIDE MEDIA LITERACY SCHOOL PROGRAM

SB 195 was heard today in the Senate Education Committee and given an unopposed Do Pass recommendation. It now goes to the Senate Finance Committee. The bill appropriates $400,000 to the Public Education Department "for the expansion of a statewide media literacy program in public schools for the 2022-2023 school year."

The promotion of digital literacy is supported nationally by the group "Media Literacy Now." In 2019 a detailed media literacy bill, HB 400, was passed by the Legislature but the bill and an accompanying appropriation were both vetoed by Governor Lujan Grisham. The NMLA Legislation Committee and the Advocacy for School Libraries Special Interest Group (now SLSIG) worked with New Mexico Media Literacy Now chair Pamela Pereyra with the goal of featuring the role that certified school librarians continue to have in teaching digital literacy. During the hearing, Ms. Pereyra was Senator Gonzales' expert witness. Several educator members of the Media Literacy Now group testified in support of the bill. The group did a "Media Savvy Citizen" workshop in the spring of 2020 for media literacy teachers.
