The bill appropriates $400,000 to the Public Education Department "for the expansion of a statewide media literacy program in public schools for the 2022-2023 school year." The promotion of digital literacy is supported nationally by the group "Media Literacy Now." In 2019 a detailed media literacy bill, HB 400, was passed by the Legislature but the bill and an accompanying appropriation were both vetoed by Governor Lujan Grisham. The NMLA Legislation Committee and the Advocacy for School Libraries Special Interest Group (now SLSIG) worked with New Mexico Media Literacy Now chair Pamela Pereyra with the goal of featuring the role that certified school librarians continue to have in teaching digital literacy. Derrick Lente's Tribal Remedy Framework bill on tribal library construction, HB 89, was tabled in the House Appropriations and Finance Committee. It provided "$66,682,942 to plan, design, renovate, expand, construct, equip and furnish libraries and education centers statewide for Indian nations, tribes and pueblos..." This amount is double the $9.5 million in the 2020 library bond. The bill now goes to the Governor. Thanks to all who communicated with their legislators on HB 153. HB 2 GENERAL APPROPRIATION ACT OF 2022 Yesterday the House of Representatives failed to concur in the Senate amendments to the bill, and the Senate failed to recede from its amendments. The bill went to a Conference Committee this afternoon, where the differences were resolved. Both chambers accepted the Conference Committee report, passing the bill. HB 2 now goes to the Governor. In addition to the New Mexico State Library budget, the General Appropriations Act includes: K. PUBLIC SCHOOL SUPPORT (5) Indian education fund: Appropriations: (a) Other $14,988,600 The general fund appropriation to the Indian education fund includes fourteen million nine hundred eighty-eight thousand six hundred dollars ($14,988,600) to meet requirements of the Indian Education Act. The assistant secretary for Indian education shall develop a methodology to allocate the fourteen million nine hundred eighty-eight thousand six hundred dollar ($14,988,600) general fund appropriation to tribal education departments, tribal libraries, Native American language programs, school districts and charter schools based on operational needs and student enrollment. Section 5. SPECIAL APPROPRIATIONS. (111) PUBLIC EDUCATION DEPARTMENT $2,000,000 For planning, design and construction of tribal libraries through fiscal year 2024. Any unexpended balance remaining at the end of fiscal year 2024 shall revert to the general fund. Section 11. FUND TRANSFERS.- (from Federal ARPA funds) (2) RURAL LIBRARIES ENDOWMENT FUND $10,000,000 COMMITTEE HEARING AND FLOOR ACTION - CAPITAL OUTLAY PROJECTS The House Taxation and Revenue Committee heard SB 212 which appropriates $827.7 million for capital projects statewide. Dear Friends, I am excited to share the formal announcement that The New Mexico Museum of Space History (NMMSH), a division of the New Mexico Department of Cultural Affairs (NMDCA),and New Mexico State University ? Alamogordo (NMSU) have completed the ownership transfer of the Clyde W. Tombaugh Science Education Center from the university to the museum. The transfer of ownership between the two organizations took place on January 24, 2022, following review and approval by NM Higher Education Department (NMHED) and final approval by the University?s Board of Regents and the NMDCA. NMDCA and NMHED share a renewed working relationship that promises a long-term commitment to their mutual goals of serving and educating New Mexico?s youth. The Tombaugh Center, previously known as the Tombaugh Building and IMAX theater, began as a partnership in the early 1980s, when the property belonged to NMMSH and the building belonged to the university. At the time, NMSU used the classrooms and office space, while the museum operated the theater and planetarium inside. One of the most exciting aspects of the change is for the museum?s Education Department, which now has the use of a complete laboratory classroom for in-house education programs and summer camps. Three full classrooms are now in use in the building, along with additional office space and storage.
