Presentation to Legislative Finance Committee on 2022 General Obligation Library Bond Issue

The NMLA Legislation Committee presented information on the need for the 2022 Library G.O. Bond Issue to the Legislative Finance Committee (LFC) Capital Outlay Subcommittee on the morning of Wednesday, October 27th.  During the State Agency Capital Requests portion of the hearing, Joe Sabatini, Kate Alderete and Ruben Aragon were at the witness table. April Kent and David Giltrow were also present.

The State Agency Capital Requests segment begins at 8:54 am, with the introduction of Deborah Romero, Secretary, and Wesley Billingsly, Capital Outlay Bureau Chief, Department of Finance and Administration by Stevie Olson, LFC Analyst.

At 9:01:50, Mr. Olson acknowledges the attendance of the New Mexico Library. Association. He says that the library community is asking for $19 million, that the funding will enable the state's libraries to continue providing innovative services and access to essential information resources, and that voters continue to support this funding by a 2-1 margin. He notes the bond handout NMLA provided has been distributed to members. (The EveryLibrary Institute Executive Summary, attached.) Chairman Lundstrom then asks the library delegation to come to the table. This portion ends at 9:04:20.

Following presentations by DFA Secretary Romero and Bureau Chief Billingsly, Vice Chairman Nancy Rodriguez asks Joe Sabatini to make remarks on the bond proposal at 9:13:20. These comments end at 9:14:50.

At 9:22:40, during member questions, Rep. Javier Martinez asks Stevie Olson about tribal library construction project requests.  Mr. Olson gives a detailed discussion about the status of these projects, including planning, staffing, coordination and other issues. LFC Director David Abbey says that there will be a capital outlay request for three "shovel-ready" projects and planning funding for other requests. Mr. Abbey confirms that former PED Secretary Veronica Garcia is now acting as liaison between the executive branch and Tribal Education Initiative advocates in addressing the Martinez/Yazzie educational equity court decision. This segment ends at 9:31 am.

Library supporters should continue to contact their Representatives and Senators in support of funding the 2022 Library G.O. Bond Issue at the $19 million level, with $6 million each for public, academic and public school libraries and $1 million for tribal libraries. This would be double the amount allocated in the 2020 bond issue.
