Good Morning Tribal Library Directors!



Senate Bill 377<https://www.nmlegis.gov/Sessions/21%20Regular/final/SB0377.pdf> provided one time funding of $4.5M, for expenditures through FY23, for tribal libraries in New Mexico's nations, tribes and pueblos to develop and staff culturally and linguistically relevant after-school student services and community-based summer programs.



As you know, the funds were allocated to the Public Education Department, and the Indian Education Division (IED) held an initial meeting to hear your thoughts and concerns about administration of the funds.  After careful consideration, it was determined that the best way to administer the funds would be a transfer to the NM State Library for administration through existing administrative code. This will allow for upfront payment of the funds, rather than requiring reimbursement, and will benefit from our streamlined processes developed for State Grants in Aid and TLP Grants.



I want to thank you for your patience so far, and to thank you in advance for your continued patience as we finalize plans for distribution.  An MoU with IED has been signed so we can now proceed with preparations on our side.  We will be looking closely at options for providing you the money upfront in the most efficient and effective way possible.  The process will mirror processes you are used to with the State Library, with a grant agreement and grant guidelines provided to you for signature before the funds are released.  We will be asking that you track and report on the funding with your annual reports each of the next two years.



I will let you know when amounts are finalized to help with your budgeting.  Our goal is to distribute the funds as closely to the original intention of the bill<https://www.nmlegis.gov/Sessions/21%20Regular/final/SB0377.pdf> as possible, on a share-basis rather than population-basis.



Lastly, I have asked Dale Savage and the Development Bureau to schedule meetings to help answer any questions you have, hopefully address any concerns you have, and of course to share information and ideas amongst yourselves.
