Hi Edwina,

Thanks for bringing this up, we will review the language in the guidelines.  It was carried over from previous language used when this was a federally sponsored program as is not intended to stop any child residing in New Mexico from participating.  The intention is that it is only open to New Mexico residents, not residents of other states.

Hi Lori,
I am an Elementary School Librarian.
I was excited to do this until I read
LEGAL NEW MEXICO RESIDENT.
As a Librarian for over 20 years I prided libraries to be the one place in our society that is welcoming and fair to all people. I would never ask a child if they were LEGAL.
So disappointing
