Update on Legislation Committee From: Joe Sabatini Sent: Tuesday, July 2, 2019 3:34 PM To: Cynthia Shetter ; David Giltrow ; Dr. Elizabeth Titus ; Janice Kowemy ; Joe Sabatini ; John Sandstrom ; Larry Horan ; Lynette Schurdevin ; Mary Chappell ; Omar Durant ; Rachel Altobelli ; Ruben Aragon ; Cox, David ; Shel Neymark Cc: Cynthia Aguilar ; Teresa Naranjo ; Mildred R. Smith ; Eli Guinnee ; Anita Tafoya Subject: NMLA Legislation Committee Update and Schedule Hello Members and Advisory Members of the Committee: Since we had our meeting in Bernalillo on June 7th, there have been several developments. I was tasked with setting up a meeting with the Governor for a delegation of librarians to present the needs we identified at our meeting. I reviewed these needs with our Legislative Advocate Larry Horan. Larry concluded that we should only have one meeting with the Governor so that the library community comes in with one message. Larry got in touch with Senator Jerry Ortiz y Pino, sponsor of the Rural Library Initiative, to set up a meeting to discuss the best strategy to get the rural endowment and our other priorities addressed. Larry, Shel Neymark and I met with Senator Ortiz y Pino on June 26th. We concluded that Senator Ortiz y Pino would ask for a $50 million endowment fund, rather than an expendable trust. He will not seek a Constitutional Amendment. It was noted that the Rural Library Initiative endowment would not have been fundable in the past, and is achievable now only because of the state's extraordinary financial health. On June 17, I sent a request to Daniel Schlegel, the Senior Administrative Coordinator who maintains the Governor's schedule, asking that our delegation meet with the Governor. On June 20, Mr. Schlegel replied: "Hello Mr. Sabatini, Thank you again for your request to meet on behalf of the NM Library Association. I?d like to introduce you to a few colleagues cc?d here: Victor Reyes, Dir. of Legislative Affairs Stephanie Kean, Senior Policy Advisor for Education Poqueen Rivera, Legislative Liaison They are available to meet with you and the proposed attendees below. Please coordinate with them to find a mutually agreeable time. Best, Dan" After consulting with Larry Horan, I replied: "We thank you for the opportunity to meet with the Governor?s education and legislative team. I would envision that such a meeting could be organized for sometime between mid July and early August. I should note that our group will also include Mr. Shel Neymark, who has already spoken with Stephanie Kean." Yesterday, I had a call from Ms. Poqueen Rivera. We discussed setting up a meeting with our delegation. I will query our potential attendees about available dates, so we can propose several possibilities to the Governor's legislative team. These dates will be weekdays between July 15 and August 9. I will also ask each spokesperson to identify an alternate so each unit will be covered if someone cannot make it. Larry noted that the Governor will be involved in consideration of our agenda even though we will not be meeting with her directly at this time. As I noted on June 17th, our delegation is: Cynthia Shetter for Public Libraries Ruben Aragon for Academic Libraries Mary Chappell for School Libraries Millie Walters for Tribal Libraries Shel Neymark for the Rural Library Initiative Joe Sabatini for the NMLA Legislation Committee I am also asking Larry Horan to attend. I am reaching out to NALSIG and hoping to communicate with Regis Pecos about a more realistic capital outlay request package for tribal library construction funding. A letter to Legislative Finance Committee Chairman Patty Lundstrom requesting LFC agenda time to present our proposals is in the works. The previous email had minor detail errors) Good Morning I hope this email finds you well. Beginning the week of Monday, July 22, 2019 through Wednesday, July 24, 2019, the Santa Fe Indian School Leadership Institute, All Pueblo Council of Governors, the All Pueblo Council of Governors Education Committee and the NM Public Education Department is convening a 2 1/2 day work session as a follow-up to the July 2018 Pueblo Convocation on Education. Over the course of the 2 1/2 days, our goal is to collectively develop detailed policy, budget, governance and program recommendations on Education. It is an important opportunity to contribute to the future of education for our communities, particularly as we prepare for the upcoming Legislative Session. You were highly recommended to participate by a planning member. We invite you to participate in this historic event to create an education plan for the future of our communities. Many communities have existing successful plans that we hope will be shared during this time. There has been a considerable amount of planning that has occurred over a short timeframe to put this gathering together. After taking a look at the agenda and invitation letter, we hope that you will be able to make arrangements with your employer and/or family to participate in this professional development and community contribution opportunity. We are thankful to the the WK Kellogg Foundation, New Mexico Public Education Department, LANL Foundation, and the Chamiza Foundation for supporting this gathering. Attached is a letter of invite and a draft agenda for your review. Please fill out the registration link below to participate. We strongly recommend that you participate in the full 2 1/2 day workshop. As a full 2 1/2 day participant, we will provide you with a room at the Santa Ana Star Casino and Hotel. We have a limited number of rooms for this event so please only request a room if you plan to participate for the full 2 1/2 days. All meals will be provided to invited and registered participants. So I will try not to send any more emails to you all today (but I can?t promise, in the off chance that another email comes in that I think you all might have an interest). Here are two resources (One a book title, another a publisher of Native titles): Native Voices Books - https://nativevoicesbooks.com/, and a title that I wish I could purchase for each tribal library, but I am afraid that you will have to buy it using your own funds: A week ago today, Beacon released "An Indigenous Peoples' History of the Unites States, for Young People." Some of you may have read the adult version, written by Roxanne Dunbar-Ortiz, that came out in 2014. Because teachers asked her and the publisher for one they could use in the classroom, Jean Mendoza and I were asked to do this adaptation. It took us 3 years. We're former teachers, parents of Native kids, and we both hold PhDs in Education. All of that, we brought to the adaptation. It got starred reviews from Kirkus, School Library Journal, and Booklist. It did really well last week, judging by Amazon's wonky "Best Seller" algorithms. It truly was at something like #408 in best sellers for a couple of days. Not best sellers in kids or Native books, but best sellers overall. That's pretty cool. It doesn't mean that millions of copies were sold. It means it was hot for a few days. Today its rank is 2766. Still pretty good for a book of its kind! Anyway! I hope AILA folks get a copy for their libraries. Pricing at Amazon is now at $17 or so. It was $13 for awhile.
